STATNENT OF ISSUE:
Transmitted for the City Council ' s consideration is Zone Change No. 82-18 ,
a charige of zoning on . 45 acres from R2 (Medium Density Residential) to
M1-A-0 (Restricted Manufacturing District combined with Oil Production) .
The subject property is located on the west side of Huntington Street
approximately 564 feet south of Garfield Avenue.
RECOMMENDATION:
The Planning Commission and the panning staff are recommending that
City Council approve Zone Change No. 82--18 to MI-A-0 and adopt the
attached ordinance after action has been taken on Land Use
Amendment No. 82-1.

1. The r13-A-0 zoning is consistent with the recommended industrial
land use designation i. Land Use Element Amendment No. 82-1 .
Adding an -o suffix: to the e):isting R2 zoning would be in-
consistent with the recommended land use .
2 . The surrounding land uses are predominately industrial . Rezoning

This zone change is being_ processcA concurrently with Hand Use Atrend6r ent No. 82-1,
Area of Concern 2 . 3 which is being forwarded to City Council for con•-
eideration at the December 20 , 1982 , meeting. The request for M1-A-0
zoning is consistent with the applicant ' s request for a change in land
use .iesignati.on to General Industrial .
The applicant, The Huntington Beach Company, originally requested
a redesignation of approximately 0. 45 net acres of land from R2 to R2-0
or M1-0 whichever would be consistent with Irrendment 82-1. At their Decenter 7, 1982
meeting , the Planning Commission recommended that Area of Concern 2 . 3,
which includes the subject property, be redesignated to General Indust-
rial in the General Plan . The Commission recommended an Ml-A-0 zoning
for the subject site . The MI-A base zoning is a more restrictive
zoning than M 1 requiring screen:na of outdorpr storage and more land-
scaping. The additional restrictions would help ensuze compatiblity
with residential uses located acress Huntington Street .
The subject area is currently vacant and is surrounded by property
addressed in City initiated Zone Change number 82-19 . In Zone Change
82--19 staff and ^lanning Commission are recommending that a (0) MI-A
zoning be placed un the surrounding property concurrent with the pro-
y posedlanrf. use amencb,3nt from residential to industrial.
The Huntington Beach Company requested that an oil suffix be added to
the zoning on the site . If the General Plan Amendment is denied and
the zoning remains the same, the Huntington Beach Company requests
that the -0 suffix be added to the existing R2 zoning . The oil suffix
will allow consolidation of oil facilities on the surrounding pro-
perties, thus freeing that area for future development without oil
encumbrances .

number b2-3 General Plan which is being processed for Land Use Amend-

this time, the Department of Development Services pos•;:ed Draft Ensliron-
mental Impact Report 82-3 for a 45--day comment and. review period which
ended Decemhei 3 , 1982 . The EIR has been reviewed by the the Planning
Commission and , after public: nearing , recommendation for cerr_fication
by the City Council at the December 20 . 1982 meeting.
FUNDING SOURCE:
Not applicable
ALTERNATIVE ACTION :
The City Council may consider denying Zone Change Nc . 82-18 , which would
retain the existing R2 zoning on the subject site. The existing zoning
would be consistent with the General Plari if the request for a change
in land use designation is denied . The R2 zoning without an oil suffix
would not allow the relocation of the tank farm to this site .
The Council may also consider an M1-O zoning on the site . The Mi is
a less restrictive zoning than Nil-A-0. The Ml-O would allow the tank
farm on site, and would be consistent with the applicants request for
an Industrial General Plan designation .

At the Noveniaer 16 , 1982 meeting, the Planning Commission opened and
closed the public hearing on Zone Change No . 82-18 and ccntinued the
item to the Decem'boer 7 , 1982 meeting . The :•one change _equest is
anal-zed in -he attached staff report that was transmitted to the
Planting Commission on November 16th .
The Commission requested that staff also analyze an M1-A-0 (Restricte,d
Manufacturing District combined with Oil Production) zoning for this
site. The sate has been readveztised for the MI-A-0 zoning.
The 141-A zoning is more restrictive than Mi . Specifically, MI--A re-
quires more landscaping and requires screening of all outside storage .
It also prohibits certain types of building materials . As was stated
in the previous staff report , the Huntington Beach Company requested
an industrial use combined with oil pr_od')ction to allow consolidation
of oil facilities on surrounding properties, thus freeing the surround-
ing area for future development . An M1-A-0 zoning would accommodai.e
this usn .
STAFF RECOMMENDATIOtl:
Staff recommends that the Planning Commission take the following
action:
1 . Open and close the public hearing on Zone Change No. 82-18 as
readvert.ised.
2 . Recommend approval of Zone Change No . 82-18 as modified to I'll-A-O
to the City Council with the findings outlined in Section 6 . 0 or
the attached original staff report after action has been taken on
LUE 82-1 .

This zone change was irritated by the Iluntington Beach Company.
The request is to add an oil suffix to the northeast corner of

their property located between Cambro' s operation_ and the City
water facility. The requested oil suffix will allow consolid-
ation of existing oil facilities into one area of the property ,
thereby freeing the remainder of the property for future level-
opment.

The subject property is addressed in Draft Environmental Impact.
Report number 81-3 for Land Use Element A>>tendment 82-1 which
is being processed concurrently with this zone change. Pursuant
to the environmental regulations in effect at this time, the
Department of Development Services posted Draft Environmental
Impact Report 82-3 for a 45 day comment and review period ending
December 3 . 1982 .

In Zone Change 82-19 , staff is recommending that 141 zoning be
placed on the surrounding property concurrently with a land use

amendment from residential to industrial .
The Huntington Beach Company requested that an oil suffix be
added to the recommended Mi zoning on this portion of the site .
However, if the General Plan Amendment is denied and the zoning
remains the same, the Huntington. Beacn Company requests that
the :I suffix be added to the existing R2 zoning. The oil suffix
will allow consolidation of oil facilities on the surrounding
properties, thus freeing that area for future development without
oil encumbrances .
6 . 0 Recommendation :
Staff recommends that the Planning Commission recommend to the City
Council approval of. Zone Change No. 82-18 with the findings outlined
below, after action has been taken on LUE 82-1 .
FINDINGS :
1. The 1a11--0 zoning is consistent with the recommended .industrial
land use designation in Land Use Element .Amendment No. 82-1 .
Adding an 'loll suffix to the existing R2 zoning would be in-
consistent with the recommended land use .
2. The surround-ing land uses are predominately industrial. Re-
zoning the situ to Light Industrial with oil production would
be consistent with the surrounding land uses ie. Ca.mbro Manu-
facturing plant and City water facility .
