zone Change No. 82-19 , rezoning approximately 13.1 acres of
I property located on the west side of Huntington Street between
Clay and Garfield Avenues from R-2 (Medium Density Residential
District) to M1 (Light Industrial District) or (Q)Mi-A (Qualified
Restricted Manufacturing District) with the conditions that
developments be subject to a Conditional Use Permit before the
Planning Commission and designed to mitigate adverse impacts
an adjacent residential uses through building orientation, land-
scaped buffers and noise attenuation) . A legal description
is on file in the office of the City Clerk .

FINDINGS :
1 . The (Q) MI -A zoning is consistent with the recommended general
industrial land use designation in Land Use Element Amendment
No . 82-1 .
2 . Rezoning the site to (Q) MI--A would be consistent with the sur-
rounding uses ; e . g. , Cambro Manufacturing plan and the City wat':!r
facility.
3 . The MI-A District is a more restrictive zoning than Ml . It requires
more .landscaping , screening of outdoor storage , and prohibits cer-
tain types of building materials . The MI-A is designed to provide
for limited manufacturing facilities, that are compatible with sur-
rounding areas . In this particular case, there are residential
developments adjacent to the project site ; therefore, an Ml-A zoning
would nelp ensure compatibility of future industrial development with

DISCUSSION:
This Lone change is being processed concurrently with Land Use Element
Amendment Ne . 82-1, Area of Concern 2 . 3 , which is being forwarded to
City Council for consideration at the December 20 , 1982 meeting . The
request for (Q) MI-A zoning is consistent with the applicinnt ' s request-
for a change in land use designation to Genera '_ Tndustrial .
The City originally initiated a zone change from R2 to M1 on this prop-
erty . At its December 7 meeting the Planning Commission recommended
that Area of Concern 2 . 3 , which includes the subject property, be redesig-
nated to General Industrial in the General Plan ; however , they recom-
mended that a (Q) MI-A zoning be placed on the prcperty instead of the
Ml zoning.
The subject property includes vacant land , owned by the Iluntington Beach
Con,oany, and the C.ity' s water facility . The Cambro Manufacturing Com--
pan� is located immediately south of the site. Due to the presence of
oil facilities and the City water yard on the site in addition to Cambro
Mi-nufacturi.ng to the south , the (Q) MI-A zoning would be consistent with
existing uses . While the site is generally industrial , the surrounding
uses are predominantly residential . In light. of this, the Planning Com-
mission recortmiended the (Q) MI--A zoning to ensure compatibility of this
site with adjacent residential neighborhoods . The MI-A base zoninc-I is
designed to provide for limited manufacturing facilities that ar(�
compatible with surrounding areas. The conditionsattached to the base
district with the (Q) designation would further ensure compatibility
with adjacent residential .

ENVIRONMENTAL STATUS :
The subject property is included in draft Environmental Impact Report
No. 82- 3 whiCl is being processed for. Land Use Element Amendment
No. 82-1 .
Pursuant to the environmental regulations in effect at this time, the
Department of Development Services posted draft Environmental Impact
Report 82- 3 for a 45-day comment and review period which ended Decem-
ber 3 , 1982 . The EIR has been reviewed by the Planning Commission and ,
after public hearing , recommended for certification by the City Council
at the December 20 , 1982 meeti_ig .
FUNDING SOURCE :
Not applicable .
ALTERNATIVE ACTION :
The City Council may consider denying Zone Change No . 82-19 , which
would retain the Existing R2 zoning an the subject site . The existing
zoning would be consistent with the General Flan if the request for a
change in land use designation is donied .
The Council may also consider an M1 zoning on the site . The M1 is less
restrictive than the (Q) MI-A zoning ; however, it would still be consis-
tent with the applicant ' s request for an industrial General Plan
designation .

the item to the December 7 , 1.982 meeting . The zone change request.
1 is analyzed in the attached staff report that was transmitted to
the Planning Commission on November 16th .
The Commission requested :hat staff anal-rze a (Q) 1,11--A (Restricted
Manufacturing District with qualifications ) for this site. Staff
readvertised the site for a (Q) MI-A District subject to Hie fol-
lowing conditions :

ing company is located immediately south of the site.
Due tc presence of oil facilities and the City water yard on the
site in addition to Cambro manufacturing to the south , staff recom-
mends the Planning Commission recommend approval of the applicant ' s
request for M1 zoning to the City Council . Staff feels that re-
taining the existing R2 (Medium Density Residential) zoning wov.ild
be inconsistent with the existing use (i. e . , the water facility)
which is not likely to recycle in the near future. Additionally .
should residential units be developed on the vacant portion of the
site, there could be potential conflicts between future residents
and the existing industrial uses .
G.0 RE-COMMENDATION:
Staff recommends that the Planning Commission recommend approval
of Zone 'Change No . 82-19 to the City Council with the following
findings , after action has been taken on LUE No. 82-1 :
FINDINGS :
1 . The Ml zoning is consistent with the renommended Industrial General
Plan designation . Retaining the TO zon-Lnq would not be consistent
with this reconmiendation .
2. The subject property is currently occupied by industrial use as well
as being located adjacent to a manufacturing plant . Rezoning the
site fil would be corsisLent with the existing land uses .

1.0 SUGGESTED ACTION:
Staff recommends that the Planning Commission open the public

action will have been taken on Land Use Element Amendment No. 82-L
At this time staff recommends that the Commission 'recommend �
approval of Zone Change No. 82--19 to the City Council with the
findings outlined in Section 6 . 0 of this report .
2.0 GENERAL INFORMATION:
This request for Ml zoning was initiated by ,the City to be pro-
cessed concurrently with' a land use amendment for Industrial on
the same property (LUE 82-1) . The subject property, part of which
is owned by the City and part by the Huntington Beach Company, is
located north of Cambro Manufacturing Plant. The subject property
