I i RECOMMENDATION: i The Planning Commission and staff re :ommend that the City Counr_:.1 uphold the decision of the Planning Commission and approve Zonr; Change No. 82-2 by the adoption of the attached ordinance . ANALYSIS: APPLICANT: City of Huntington Beach LOCATIO14: Northeast corner of Edwards Street and Ellis .Avenue, approximately 630 feet west of Golde,iwest Street . REQUEST: To .permit a change of zone From 1,U-0-CD, Limited Use district combined with oil production and Civic Dis- trict and RA-0-CD. Residential Agricultural district combined with oil production ana Civic District to ROS-O-CD, Recreation Open Space combined with oil production and within Civic District. PLANNING COMMISSION ACTION ON MARCH _2. 1982 : ON MOTION BY KENEFICK AND SECOND BY SCHUMACHER, ?ONE CHANGE NO. 82-2 WAS I- PPROVED WITH THE, FOLLOWING FINDINGS, BY THE FOLLOWING VOTE: FItMrNGS: 1 . The proposed zone change to Recreational Open Space is com- pe.tible with surrounding land uses which include oil production, horse facilit' es and undeveloped land . 2. The proposed zone change is consistent with the Genera? Avenue and Edwards Street, from RA-0- CD and LU-O-CD to ROa- O-CD Recreation Open Spacecombined with oil production and Civic District . On December 21, 1981 , the City Council considered and approved an jamendment to the Open Space and Conservation Element of the General Plan on the subject property from manned Open Space Development to Open Space Recreation. In addition to the rises permitted within the ROS district which are listed below, the Recreation Open Space district would also allow a variety of equestrian-related uses . These uses include riding trails, stables, riding academies, horse shows and rodeos subject to the approval of a conditional use permit application to the Planning Com- mission. The intent of --he ROS, Recreational Open Space district is to en-- courage privately or publicly o�tned and operated recreational facili- ties which consist of open landscaped space with incidental structures . Permitted uses within the ROS district include, but are not limited to, athletic fields, boating, fishing, golf courses, picnic grounds, racquet and tennis facilities; recreation centers and swimming pools subject to the approval of a use permit application by the BZA. ENVIRONMENTAL STATUS: On December 15, 19811 the Ci%y Council approved an amendment to the Conservation Element of the General Plan and also approved Negative Declaration No . 81--47 finding that the project will not have a sig- nificant effect on the environment. Therefore, no further environ- mental review is required at this time. However, any specific deve- 'opment project within the boundaries of the subject property is subject to further environmental review.
