The subject property was addressed under Area of Con- cern 3 .4 in this amendment. The original General Plan designation of the subject 3 . 8 acres was general commercial on the 2. 6 acres located to the north, and medium density residential on the 7 . 2 acres located to the sovth. At the time the Council adopted Land Use Amendment 81-2, several restrictions were placed on the high density residential desgination , These restrictions include the maximum of 290 units on the entire 9 . 8 acre site and that any development on the site be a gated community. Also included in these restrictions is a provision which required that a frontage road paralleling Beach Boulevard be addressed in any site plan for the subject property. The proposed designation under this zoning will allow a maximum of 28 units per gloss acre, or 274 units for the entire 9 . 8 acre parcel . The provision for this site to be developed as a gated community an , the requirement for a frontage road paralleling Beach Boulevard will be addressed during the entitlement procedure for the development on the subject site. In a letter from the aZ olicant to the City Council dated April. 1;., 1982, the applicant expresses his concern over the R4-28 designa- tion. He indicates that, since the Council set the upper limit of 290 units on the subject property, ' he zoning should be R4-30. However, a letter from the applicant dated Nov4,mber 13, 1981 addres- sing General Plan Amendment No. 81.-2, indicates that it was their intent to develop between 250 and 290 dwelling units on the site. Therefore, the R4-28 allowing a total of 274 units would be consis- tent with the applicant' s uri tinal request. As part of this Land Use Amendment to the General Plan, Environmental Impact Report No. 81-4 was prepared to analyze the impacts of each area of con- cern. This '3IR we s adopted by the Council at the time of the adoption win- of the amendment. Therefore, since this zone change is consistent with the la.,nd use designation established under Land Use Amendment 81-2, no additional environments.. assessment is required. ALTERNATIVE ACTION: The City Council may consider denying Zone Change No . 82-5, which would retain the existing zoning on the subject site of C4 and R2 . Additional analysis prepared for the amendment to Land Use Clement 81--2 has been attached for the Planning Commission' s review. This analysis includes sect:.ons on land use, economic consideration, public services and utilities, and environmental issues. The _ toff has reviewed a conceptual site plan on the subject Prop- erty and has some concerns with the amount of site coverage required to achieve 28 units per gross acre. An alternative approach for the design of this site would be to allow an increase in build- ing height, which would in turn reduce the coverage for the overall site. Since the General Plan designation allows a maximum of 290 units for the entire 9.8 acre site, and the proposed R4--28 Toning will allow a maximum of 274 units for the entire_ site, the proposed zoning is consistent with the land use designation. The subject property is surrounded by General Commercial to the north, Medium-high Density Residential to the east and potential visitor--serving to the south. If the property is developed with 28 units per gross acre, this de- velopment will provide a buffer between the visitor--Serving commer- cial located to the south and the existing General Commercial to ,the north, it will be compati}71-_. -rich the Medium--high Density Residential let:-ted to the east . Across Bey Boulevard, opposite the northem 2.5 acres of the study area, is a medium density condominium development. Across Beach Boulevard, opposite the southern 7.5 acre: of the study area is a 57-acre site owned by the i ity containing a 237 unist-mobile h,,me park surrounding a nine hole, go!f co►;rse. The City-owned property is within the coastal zone and is designated for n combination cormercial/recreational use. The City has received evidence that a portion of the area of concern may he a wetland. The United States Army Corps of Engineers (COE) is currently determining whether or not a 11404" permit from that agency will have to be obtained before development c-in occur. If the COE determines that the study aria is within its jurisdiction it may require that portions of the site be preserved. 3.4.2 Analysis 1. Land Use Under the existing General Plan (represented by alternative one) the northern 2.6 a--res of the site are general commercial. It is unlikely that an area of this small size would be developed as a separate commercial center particularly since it is located immediately suuth of an existing neighborhood center. It could be developed as an expansion of the existing center arxi might result in rug ni'ditional 21,923 square feet of building space which could accommodate approximately 63 employees. The remninin 7.2 acres at medium donsit residential would non-�al1 y y . result in a maximum of 15 units per acre or 108 units which would generate an estimated population of 303 persons. In originally designating this portion of the site for mf.dium density residential (General Plan Amendment 78-1), however, the City Council specified that density calculations would be based on an area of 8.3' gross acres. The additional gross acrnaye is obtained by extending the site boundary halfway into Lhe Orange Cotinty Flood Control Channal immediately to the east. Using thin acreage could result in a total of 124 units and o population of 350 people (See rlgure 3.17). I A medium density residential designation on the entire 9.8 acre site � (alternative two) would permit a maximum of 147 units which would generate an estimated population of 414 persons. A medium-high density designation (alternative three) could result in a maximum of 25 units pet: acre or 245 units and would generate an estimated population of 690 persons. Alternative four, high density residential designation on the entire site, would result in approximately 35 units per acre at- 343 units total vhilch waild generate an est irrnated population of 966 persons. This danign3tion is intended to be applied to locations near visitor drawing attractions such as the beaches, and alone major accaus routes to the coast from inlnnd areas. This amendment analyzes a development 6f 97,510 square feet of visitor-serving commercial on the area of concern. i Commercial development on the arena of concern would be consistent with the neighborhood shopping center to the north and with the proposed visitor-serving commercial uses to the south. The situ is adequa►eiy buffered from existing residential uses to the east and west by the flood control chnnnel and Beoch Boulevard, respectively. A ten-nere residential development at either medium, medium-high or high density would be compatible with existing rornrnerical uses to the north and proposed visitor-serving uzs to the south, however, special attention to setbacks and buffers may be necessary. Residential uses would be compatible with the condominiums located aasi; of the site. Beach Boulevard effectively buffers any use of the site from properties to the west. Regardless of which land use Alternative is chased, development should include buffering from any wetland areas ultimately delineated on tho site and on the property Immediately to the 5nuth. Adequate buffers to wot!and areas are discussed in the City's Coastal Element and may incilade setbacks (e.g. 100 feet of open space), barriers that limit physical but not visual access (e.g. ".edges, fences), and differences in elevation sufficient to cRter access. 2. Economic Considerations The Planning staff, in cooperation with Ultrasystenis, Inc., conducted a fiscal impact analysis of the five lurid ua: alternatives using the computerized methodology dc-veloped for the City. For purposes of analysis, the revenues ar:d exper-iitures of each alternative were: projected over a ten year period, 1981-1991. The results are detailed In Appendix D. A second economic consideration is the amount of market support for commercial uses an the site. In Land We Element Amendmonl 78-1, staff conducted a market analysis of properties in the vicinity of Beach Boulevard and Atlanta Avenue, Including the present area of concern, based on ultimate development of the General Plan.
