Transmitted for your considerat'_on are Zone Change No. 83-5 and Code Amend-
ment No. 83-12, a request to rezone approximately 1. 03 acres of property
located on the east side of Florida Street approximately 450 feet south of
Main Street from R5, Office Professional , to Pacifica Community Plan
District One.
RECOMMENDATION:
The Plannir., Crmmission and staff recommend that the City Council uphold

General Plan.

ing zoning designations, which include R5 , Office Professional , to
the north; Pacifica Community Plan District ,wo, across Florida
Street to the west; and C4 , Highway CommeYcial, to the east. With
the exception of the commercial zoning to the east, eacai of the Sur-

DISCUSSION:
I:
Zone Change No. 83--5 and Code Amendment No . 83--12 are a request to change
the zoning on the subject property from R5 , office Professional. , to
Pacifica Community Plan District One. If approved by the City Council,
the applicant intends to construct a Penior condominium development on the
subject property.. This future condominium development is sLibject to the
review and approval of a conditional use permit application and tentat:;.ve
tract map prior to any development in accordance with the development
sta.dards contained within the Pacifica Community Plan district.
If approved by the City Council, Code Amendment No. 83-12 will change
three sections of Article 964 , Pacifica Community Plan. These sections
include Section 9641 (a) , Area Map; Section. 9641 (b) , Legal Description;
and Section 9646. 10, Specific Plan Map, of the Pacifica Community Plan
District. Code Amendment No. 83-12 is required in order to change the
zoning on the subject property. Approval. of Zone Change 83--5 and Code
Amendment 83-12 would expand the Pacifica Community Plan district from
approximately 42 . 5 tcres to 43. 5 acres.
AlthOugh the Pacific- Community Plan zoning has previously been found
to be consistent with the . "off.ice professional" land use designation,
th . staff is, now evaluating the existing Genera. Plan designation within
this area and will be proposing a General Plan Amendment in September
to change the current land use designation from Office Professional to
Mixed Development. The mixed development designation more appropriately

reflects the character of the existing Pacifica Community Plan area,
which includes residential lard uses, office uses, and medical uses .
The mixed development designation is consistent with these types of
land uses.
In reviewing Zone Change No . 83-5 and Code Amendment No . 83-12, the staff
identified the surrounding land uses, which include existing offices,
a senior housing development, an existing automobile dealership, and an
existing retirement care facil4.ty. With the exception of the existing
commercial development located to the east, all of the existing land uses
adjacent to the subject property are compatible with the proposed change
of zone. These existing land uses are not intense and do not generate
excessive amounts of traffic which would be detrimental to a future condo-
minium development on the site. Compatibility of the future senior condo-
minium development with the existing commercial development to the east
can be accomplished by orientation of structures , setbacks , the use or
high intensity landscaping , and a six-foot high block wall .
ENVIRONMENTAL STATUS:
Pursuant to the envirDnmental regulations in effect at this time, the
Department of Development Services posted draft Negative Declaration
No. 83-11 for 10 �
days and no comments either verbal or written were
received. On May 17, 1983 , the Planning Commission voted to recommend
approval of Negative Declaration No. 83--11 by the City Council. Prior to
action on Zone Change No. 83-5 and Cade Amendment No. 83-12 , it is nec-
essary for the City Council to review and adopt Negative Declaration
No . 83-11 .
ALTERNATIVE ACTION :
The City Council may consider denying Zone Change 11o. 83-5 and Code Amend-
ment No. 83-12, which would retain the existing R5 , Office Professional ,
zoning on the subject property.

Zone Change No. 83--5 and Code Amendment No. 83-12 constitute a request
to change the zoning on the subject property from R5, Office Profes-
sianal , to Pacifica Community Plan District One. If approved, the
applicant intends to build a senior candominium development on the
subject property. The condominium development will be subject, to the
review and approval of a conditional use permit application prior to
development according to the Pacifica Community Plan District devel-
opment standards.

3 . 0 HISTORY:
The 1. 03 acre site has been zoned R5 , Office Professional since December
of 1974 . Prior to this date, the zoning on the subject property was R3,
Medium-Nigh Density Residential. Prior to June of 1962 , the zoning de-
signation on the subject property was R21 Medium Density Residential ,
R4X prior to November, 1960 and R3 , Medium-fiigh Density Residential prior
to 1959 . in 1977 , the Pacifica Community Plan was adopted by the City
and introduced as i "mixed use" concept to the area. The major uses
permitted within the Pacifica Community ?, Ian zoning are hospitals, r, edi-
cal and dentE. offices, rest hmr-s, senior apartments, and senior c ondcminians.
On March 1, 1982, the City Council approved Zone Change No . 81-13 , a
request to change the zoning designation on 3. 1 acres of property dir-
ectly south of the subject rite from R5 , Office Professional , to Pacifica
Community Plan, District One. This property is currently developed with
a 158-room, 200-bed retirement care facility which was approved by the
Board of Zoning Adjustments on October 10 , 1973. On January 18 , 1983 ,
the Planning Commission approved a 7-unit expansion of the existing
retirement care facility .
4 . 0 ENVIRONMENTAL STATUS :
Pursuant to the environmental regulations in effect at this time, the
Department of Development Services posted draft Negative Declaration
No. 83-11 for ten days and no comments, either verbal or written , were
received. The staff in its initial study of the project has recommended
that a negative declaration be issued for Zone Change No. 83-5 . Prior
to any action on zone Change No. 83•-F , it is necessary for the Planning
Commission to act on Negative Declaration No . 83-11 .

6. 0 ISSUES AND ANALYSIS :
Zone Change No. 83-5 and Code Amendment No. 83-12 are a request to
change the zoning on the subject property from R50 Office Professional,
to Pacifica Community Plan, District One. Although the applicant did
not file a code amendment application with zone Change No. 83-5 , a code
amendment must be approved by the Planning Commission to change Sec-
tior.s 9641 (a) and 9641 (b) of the Huntington Beach Ordinance Code. The
coda amendment would also change the legal description of the specific
plan and the specific plan map. The applicant has concurred with the
filing of Code Amendment No . 83-12 .
Approval of Zone Change No . 83-5 and Code Amendment 83-12 would expand
the Pacifica Comm-inity Plan District from approximately 42. 5 to 43 . 5
acres . If approved by the Planning Commission and the City Council ,
the applicant intends to develop a senior condominium project on the
subject property . This type of project is a permitted use within Dis-
trict One of the Pacifica Community Plan provided support services are
integrated into the development. The project would require the review
at•,3 approval of a conditional use permit by the Planning Commission.
Althougi, the Pacifica Community Plan zoning has previously been found
to be consistent with the "office professional" land use designation,
the staff intends to evaluate the existing General Plan land use desig-
nation within this area and introduce a land use element amandment
which will establish designations which more appropriately reflect the
character of the existing Pacifica Community Plan area and the subject
property. The staff suggests that a "mixed development" or "office/
residential" land use designation may be more appropriate than the exist-
ing office professional designation.
In reviewing Zone Change No . 83-5, the staff identified the surrounding
land uses (Section 5 . 0) which include existing offices, a senior housing
development, an existing automobile dealership, and an existing retire-
ment care facility. With the exception of the existing commercialdevel-
opment located to the east, all of the existing land uses adjacent to the
subject property are comps tible. with the proposed change of zone. These
existing land uses are not intense and do not generate excessive amounts of
traffic which would to detrimental to. a future condominium development
on the site. Compatibility of the future senior condominium development
with the existing commercial development to the east can be accomplished
by orientation of structures, setbacks , the use of high intensity
landscaping, and a 6-foot high block wall.

7. 0 RECOMMENDATION:

The staff recommends that the Planning Commission approve Negative
Declaration No . 83-11, Zone Change No. 83-5 , and Code Amendment
No. 83-12, based upon the following findings :

ignation, which is office professional .

to Pacifica Community Plan, District One , is compatible with sur-

NOTICE IS HEREBY GIVEN that a public hearing will be held by the City Council
of the City of Huntington Beach , in the Council Chamber of the Ci ,,:c Center,
Huntington Beach, at the hour of _ 7: 30 P.M. , or as soon thereafter as
possible on Monday the 20th day of _ June 19_83.
for the purpose of considering zone Case No. 83-5 and Code Mmendment No. 83-12, a
request to change the zoning designation on 1 . 03 acres of property generally located
on the east side of Florida Street, approximately 450' south of Main Street from
R-5 (Office Professional District) to Pacifica Community Plan, District One. Code
Amendment No, 83-12 will amend Article 964 of the Ordinance Code by revising the
"Legal Description" , the "Specific Plan Map" and the "Area Map" contained within said
article.
