Location: Southeast corner of Banning Avenue any Magnolia Street
DISCUSSION:
Prior to 1970, Magnolia Street terminated at Banning Avenue. The subject
bite was part of a large?: site sough of Banning Avenue which waP zoned .
M1-A and consisted of approximately four acres. When Magnolia :,treet was
extended to intersect with Pacific Coast Highway, the alignment split the
original four acre MI-A site approximately in half . Approximately 1.89
acres were utilized for the street right-of- way leaving two remnant pieces
of property on the east and west side of Magnolia Street zoned Ml-A.

The City of Huntington Beacli has owned the subject site si:, .:e 1942 . The
alignment of Magnolia Street isolated the subject site from the remainder
of the industrial .area to the west. Property located directly east and
adjacent to the subject site is developed with single family homes .
As part of the concurrent processing with Land Use Element Amendment No.
83-3, the Planning Commission recommended that the site be rezoned to
L.U. D. (Limited Usk- District ) and maintained by -he City in its present
condition, in order to be compatible with the property to the east. After
review an -'A discussion by City Council at the December 5th , 1983 meeting
this item was referred back to the Planning Commission to consider a
rezone to ROS (Recreational Open Space) .The Council further directed that
the Planning Commission consider a "0" designation on the site to limit
the use and restrict development .
The Planning Commission at the December 13 , 1983 meeting concurred with
the City Council that a "Q"-ROS designation was appropriate for the site.
The Planning Commission recommends that the site be rezoned to (Q ) -ROS ;
the "Q" (Qualified classification) will limit. the permitted use to only a
laird sanctuary and the area should be retained in its natural condition,
allowing no development .
Area 3.3 of General. Plan Land Use Element Amendment No. 83-3 , the subject
property of this zone change, has been redesignated to Open Space . A
rezoning to ( 4 )-ROS would be consistent with this land use designation .
ENVIRONMENTAL STATUS :
The proposed zone change and ether alternatives for the subject
property are addressed in Environmental Impact Report No . `'0--2 which
was procesoed concurrently with LUE No. 83-3 .

Avenue,. The subject site was part of a larger site south of Banning
Avenue which was zoned M1--A and consisted of approximately four acres.
When Magnolia Street was extended to intersect with Pacific , C"cast High-
way, the alignment split the original four acre MI-A site approximately
in half. Approximately 1 . 89 acres were utilized for the street right-
af-way leaving two remnant pieces of property on the east and west side
of Magnolia Street zoned Ml-A.
The City of Huntington Beach has owned the subject site since 1942.

directly east and adjac• nt to the subject site is developed with
cingle family homes.
industrial or commercial uses on the site could result in signifi-
cant adverse noise impacts , particularly to single .family homes that
back directly onto the eastern boundary of the site. The number of
daily trips generated by a commercial or residential use , and po-
tential Lruck traffic from an industrial use could additionally
create significant safety and traffic flow impacts on Magnolia
Street.
To maintain compatibility with the property to the east, staff
recommends the site be re-zoned to LUD (Limited Use District) and
be maintained by the City in its present condition . Should future
funds become available and a community need established, the City
inay wish to consider developing the site as a small park or recrea-
tional facility. This would require a re-zoning to ROS (Recreational
Open Space) or that a CF-R (Civic Facility-Recreation) designation

be placed on the property by the Director of Development Services .
For Area 3 . 3 of General Plan Land Use Element Amendment No. 83-3 ,
with which this zone change is being processed concurrently, staff
is recommending a redesignation of the subject property to Open
Space. A re--zoning to LUD would be consistent with this land use
designation.
Environmental Status :
The proposed zo-ie change and other alternatives for the subject
property are addressed in Environmental Impact Report No . U3--2
which is being processed concurrently with LUE No. 83-3 . The City
Council must approve EIR No. 83-2 before approving this zone chan,,e.

In September, 1982, City staff initiated a change of zoning on the
area of concern from M1-A (Restricted Manufacturing District) to R1
(Low Density Residential ) . At its August 3, 1982 meeting, the Plan-
ning Commission tabled the zone change request and directed staff to
initiate a land use amendment on the property from industrial energy
production to low density residential . A low density residential
land use 6esignation was considered for the site in Land Use Element
Amendments 82-1 and 83-1 , however no action was taken.
The Planning Commission subsequently requested that the item be re-
introduced in Land Use Element Amendment 83--3 with emphasis placed
on redesignation of the site to Open Space . Pursuant to the Plan--

Prior to 1970, Magnolia Street terminated at Banning Avenue. The
subject site was part of a larger site south of Banning Avenue

which was zoned M1-A and con;isted of approximately four acres . When
Magnolia Street was extende, to intersect with Pacific Coast Highway,
the alignment split the orig.. al four acre MI-A site approximately in
half . Approximately 1 . 89 acres was utilized for the street right-of-
way leaving two remnant pieces of property on the east and vest side
of Magnolia Street zoned M1-A .
The City of Huntington Beach has owned the subject site since 1942 .
The alignment on Magnolia Str.t:et isolated the subject site from the
remainder of the industrial area to the west. Property located directly
east and adjacent to the subject Site is developed with single family
Domes .
Industrial or commercial uses on the site could result in significant
adverse noise impacts , particularly to single family homes that back
directly onto the eastern boundary of the site . The number of daily
trips generated by a commercial or residential use, and potential
truck traffic from an industrial use could additionally create signif-
icant safety and traffic flow impacts on Magnolia Street .
To maintain compatibility with the property to the east, staff recom-
mends the site be rc':-zoned to LUD (Limited Use District) and be main-
tained by the City in its present condition . Should future funds he-
come available and a community need established , the City may wish to
consider developing the site as a small park or recreational facility .
This would .require a re-zoning to ROS (Recreational Open Space; or that a
CF-R (Civic Facility - Recreation) designation be placed on the property
b the Director of Development Services .

NOTICE IS HEREBY GIVEN THAT a public hearing will be held by the City
Council of the City of Huntington Beach in the Council Chamber of the
Civic Center , Huntington Beach , at the hour of 7 : 30 P .M. , or as soon
thereafter as possible , on Monday , the 6th day of February , 1984 for

Zone Change No . B3- 1. 3 , a request by
the City of Huntington Beach to change-- the zoning on approximately
1 . 2 acres of property located on the southeast corner of Magnolia
Streec and Banning Avenue immediately north of the orange Countv
Flood Control Channel #Dl-1 from ill-A ( Restricted Manufacturing
District) to M ROS (Qualified Recreation Open Space) , with a pro-
vision that the property may be used only for a bird sanctuary.
A legal description is on file in the office of the City Clerk.
All interested persons are invited to attend said hearing and express
