83-31 a change of zoning on approximately 8. 9 acres from M1-A (Re-

sidential with a Planned Development Suffix) to R4-SR (High Density

LOCATION: South side of Talbert Avenue approximat^ly 1200 feet
west of Beach Boulevard .
DISCUSSION:
The subject property is the proprsed location for a City-initiated
project to build residential units for senior citizens. The site i.s
currenL?1 vacant except for four single family homes. A portion of
the property is designated for high density residential in the
City' s General Plan. A general plan amendment request to design-
ate the remainder of the si+:e for high density residential is being
processed concurrently with this zone change (LUE 83-2) . An R4 base
zoning district on the subject Froperty would accommodate project
densif•iter of up to 35 units per acre. If the proposed senior develop-
ment exceeds this figure a density bonus may be required . The Senior
Residential (SR) Slffix is a new zoning suffix that is being considered
for adoption into the City' s zoning ordinance concurientf.y with this
zone change request (Code Amendment No. 83-5) . The suffix allows projects
to deviate in some respects from the applicable zoning standards can
the property. This will encourage housing for seniors whose needs
differ From those of younger persons . This would he the .first appli-
cation of the SR suffix to a site .
ENVIRONMENTAL STATUS :
A portion of the subject property was art of Land Use Element Amend--

mont 81-3, and EIR 81-6 which was adopted by the City Council in
De-.ember, 1981 . The remainder of the site is included in Land Use
Elen►ent Amendment 83-2 and Negative Declarat:or 83-4 which is being
processed concurrently with this zone change . Since this zone change
is consistent with thc- existing land use designation approved in LUE
81-3 and with the recommended designation in LUE 83-21 no additional
environmental assessment is required for tre zone change .
Additional environmental assessment can be required at the project
level .
ALTERNATIVES:
The City Council can deny Zone Change No. 83-31 however, the existing
zoning on the site will not accommodate the proposed senior residential
developments.

?one Change No. 83-3 is a change of zoning on the property located
south of Talbert Avenue , aoDroximately 1200 feet West of Beach
Boulevard from MI-A and (Q) R2-PD to R4-SR. The R4-SR zoning is
a high density residential district which allows a maximum of 35
units per gross acre: combined with a Senior Residential Suffix
which sets forth special development standards for senior citizen
development.

December 1981. The remainder of the site is included in Land Ilse

LAND USE ELEMENT AMENDMENT 83-2 in conjunction with NEGATIVE DECLARATION
NO. 83-4/ZONE CHANGE NO. 83-3 (All continued from 4-5-83)
Initiated by City of Huntington Beach
PPSA 82-1 established the alignment of a private street to provide access
to a 12-acre site located on the south side of Talbert Avenue approximately
450 feet west of Beach Boulevard. The alignment will -hereafter be de-
termined by approved tract maps .
Code Amendment No. 83-5 adds Article 932 . 5 to the Huntington Beach Ordi-
nance Code --,nd establishes a Senior Residential suffix (SR) that sets
forth standards for residential developments designed for senior citizens.
LUEA 83-2 and Negative Declaration 8-3-4 concern a request to redesignate
approximately 4 . 65 acres (at the same location) from General Industrial
and Medium Density Residential to High Density Residential.
Zone Change No. 83-3 is a request to change the existing zoning from
M1-A (Restricted Manufacturing) and (Q) R2-•PD (Qualified Medium Density
Residential with a Planned Development Suffix) to R4-SR (High Density
Residential with a Senior Residential Suffix) , same location as above .
Since the items all deal with the same location, the Chairman heard all
discussion at one time. Carol Inge stated, that she did not feel the
Mola Development application (CUP 83-7) would he affected by the SR
suffix. She went on to give a slide presentation and briefly explain
the ramifications of the senior suffix:. She said this would allow the
development requirements to be relaxed so that the units could be built
and sold at a lower cost. Brief discussion took place regarding the Lyon
project. Florenrr 'Hebb stated that a developer agreement has already
begun. DiscuaF :i.on ...lso following regarding the result of dealing with
street alignmen�: c the project level. Chairman Porter stated that fl, s
may circumvent the public process. Secretary Palin clarified the poi., ;
th't, regarding the :actual project, the proposed street through Terry
Park is intended to '.be a secondary entry.
Commissioner Schumacher had several concerns relating to the SR suffix
which included: granting or density bonuses, method used in determining

density (e.g . , persosis per acre vs. units per acre, building height re-
strictions and consideration given to surrounding land uses . She sug-
gested a policy statement. Staff noted these concerns. Mr. Godfrey
further stated that in regards to the density bonuses, state law requires
that cities provide this or other incentives to developers . Mr. Bellavia
noted that, in the proposed project, the site coverage is less than :ghat
was being proposed :in the ordinance.
The public hearing on all four items was reopened at this time. Seeing
no one was present to address any of these issues , the public hearing
was closed.
REPEAL OF PREC7.SE PLAN OF STREET ALIGNMENT NO. 82-1:

Charles Kerns, a resident adjacent to the site, had several concerns.
He believed the. proposed project would create an alley and cited existing
