ANALYSIS : This zone change request is being processed concurrently with the applicant ' s general plan amendment request for the same property. The general plan amendment request (Area of. Concern 3 .1) is to change the land use designation from Estate Residential 2 Units/ Acre to Estate Residential 3 Units/Acre. Since the subject property lies within the boundaries of the proposed Ellis-Goldenwest Specific Plan Area, staff expanded the area of concern to include the entire Specific Plan Area. The applicant 's zone change request from Q-Rl- (2) -O-CD-15 , 000 and RA-O-CD to R1-O-CD-6, 000 was intended to provide the implementing zoning for the General Plan designation which was requested. The applicant has submitted a conceptual subdivision plan frrr the property which indicates a public road connecting to Ellis Avenue and traversing the eastern property line. This road, established by the draft Ellis-Goldenwest Specific Plan, would eventually pro- vide access to future subdivisions in the area . The conceptual sub- division plan also indicates a private loop road connecting to the new public road. The private loop road would provide access to the thirty lots in the subdivision as well as to a developable remnant parcel of five acres to the west which is otherwise isolated by a swale which would be undevelopable under the Specific Plan. This subdivison plan was prepared with the assistance of City staff in late 1982 in order to address some of the issues and standards con- tained in the draft Ellis-Goldenwest Specific Plan. The subdivision plan does not contain horse stable_ facili4ies as required by the Specific Plan, but such provision could be made by redesigning some of the lots. The subdivision plan also does not meet the minimum tot size standards of 12, 000 square feet for large lot subdivisons . Neither can it be deemed to meet the c).ustered housing provisions of the draft Specific Flan which are intended to preserve a greater amount of open space. The subdivi.siin plan was prepared with the 0 8?I--4/LUEA 83-31 AREA 3 . 1 Page Three possibility in mind that the minimum 12,000 square foot lot size requirements would to reduced by the City Council before adoption of the Specific Plan. The applicant' s requested R1-O-CD-6 , 000 zoning would wo:-k with the conceptual subdivision plan as proposed which actually contains 8 , 000 square foot lots . Staff recommends that four conditions be attached to the zone change approval as was done on two previous zone change requests of the ap- plicant in the Ellis-Coldenwest area in 1982. These conditions will ensure that development of the :subject property is reasonably si; lilar to future development of adjacent parcels w;,ich may occur under the provisions of the proposed Ellis-Goldenwest Specific Plan. Environmental Status : ^'ne environmental impacts of Zone Change No. 83-4 are addressed in Environmental Impact Report No . 83--2 which also cov-rs Land Use Ele- ment Amendment No. 83--3 . The City Council must ap-,?rove EIR No, 83-2 � before r.pprovinq this zone change. i ALTERNATIVE ACTION: The City Council may adopt the Planning Commission' s :recommendation, the staff ' s recommendation, or modify as desired. The public hearing was closed on all items . Commissioner Livengood asked staff about the letter that was submitted by David Adler regarding this property. Mr . Simmons stated that Mr . Adler did not understand that the zoning woi!"- d not allow residential and further stated he would write a letter back to Mr. Adler informing him of this . Since Area 3. 1 of General Plan 1uitendment 83-:3 involves selection of an overall General Pla- density designation for the Ellis--Goldenwest Area , and since such a selection will likely trigger revision and adoption of the Specific flan for the area ; it may be premature to i�ipprovo new zon- ing in the area at this time. A more desirable action would be to table action on the zone change requer.r until a final decision has been made on the overall land use density for the area and another attempt made to approve a revised Specific Plan . If tabling action on the zone change requesv is not deemed to b-_3 desir- able, then staff re^ommends that more det,ailod ;.oning than that requested by the applicant be considered . Specifically, staff would suggest that the subject property be rezoned to Q-R1-- (3) -O-CD-6 , 000 (Qualified Single Family Residence Three Units Per Acre: combined with Ui.l Production and Civic District with a minimum 6 , 000 square foot lot size) . The density designator would more accura4- ,ly tie the zoning to staff 's recommended three unit per acre General Plan land use designation for the area. The Q qualifier would add the following conditions to ,development of the subject property: 1 .
