STATEMENT OF ISSUE:
Transmitted herewith for your consideration is Zone Case No . 83-8, a request
to rezone 1 . F905 acres of property from R4-01 (High Density Residential
combined with oil production) to R3-0 (Medium High Density Residential

FINDINGS:
1. The proposed -01 designation on the southeasterly site and the pro-
posed -0 designation an the southwesterly site are consistent with
the general p.Lan.
2. The proposed -01 designation on the southeasterly site and the pro-
posed -0 designation on the southwesterly site s-)uld be compatible
with the existing and future land uses on the surrounding properties.
3. The proposed sites comply with the minimum surface ac:reas required by
Article 968 of the Huntington Beach Ordinance Code.
DISCUSSION:
Zone Case No. 83-8 is a request to replace an -01 suffix with -0 suffix
on an existingoil island located southwester) of Seaview Avenue and
Y
Doral Drive (R4-01 to R3-0) . Also, it is requested to add the -01 suffix
to an existing oil site located southeasterly of .Seaview Avenue and Doral
Drive (R 3-0 and ROS-0 to R3- 6.1 and ROS-01) .
The applicant has indicated that the existing oil island walls will be
demolished, the wells abandoned, and the site left. vacant until another
phase of development occurs sometime in the future . The existing oil
island? abuts rear yard property lines of the Seacliff Phase IV tract bound-
ary. Relocation of the island will eliminate a potential land use in-
compatibility. The new oil island will be located in an unusable area of
the golf course, and is a more appropriate location for long term oi.l
production . Both sites comply with minimum surface area requiremenrs .
Prior to the use of any -01 site, the operator will be required to obtain
a use permit from the Board of coning Adjustments and comply with the
City' s Oil Code, Title 15, and Article 968 , Oil Districts. Also a Ccastal
permit will tie required.
ENVIRONMENTAL STATUS:
Pursuant .to the California Environmental Quality Act regulations, the
Department of Development , Services posted Negative Declaration No . 83-20
for ten days, and no verbal or wrI*tten comments were received . The .staff
in its initial study of the project recommended that a negative declar-
ation be issued for Zone Case No. 83-8. Prior to any action on Zone
Case No. 83-8, the City Council must act on Negative Declaration No. 83-20 .

The . City Council may consider denying Zone Case No. 83-8 which would re-
tain, the existing oiY site zoned R4--01 located southwesterly of Seaview
Avenue and Doral Drive and the site located southeasterly of Seaview

acres of property located southeasterly of Seaview Avenue and Doral
Drive.

The southwesterly site abuts Tract 10069 (Seacliff IV) under construction 0
and contains an existing , enclosed oil island. The scatr&_�asterly side is lo-
cated partially within Seacliff Golf Course and partially in a vacant area .
3. 0 History%
The existing oil island was included in 'Lone Case No . 70--10 , which
established oil drilling islands in areas zoned for oil production. It
was initiated by the Planning Commission in an attempt to implement
Article 968 (oil combining districts) by establishing areas within which
all new drilling would occur. Zone Case No. 7r' -10 was adopted by the
City Council October 19 , 1970 .
4 . 0 ENVIRONMENTAL STATUS :
Pursuant to the California Environmental Qualtiy Act regulations , the De-
partment of Development Services posed Negative Declaration No . 83-20 for
ten days, and no verbal or written comments were received. The staff in its
initial study of the project recommended that a negative declaration be
issued for Zone Case No. 83-8 . Prior to any action on Zone Case No . 83-8 ,
the Planning must act on Negative Declaration No. 83-20 .

Zone Case No. 83-8 is a request to replace an -01 suffix with -0 suffix on an
existing oil island located southwesterly of Seaview Avenue and Doral Drive
(R4-01 to R3-0) . Also, it is a request to add the -01 suffix to an exist-
ing oil site located southeasterly of Seaview Avenue and Dora Drive (R3-0
and ROS-•0 to R3-01 and ROS-01) .
The applicant has note(? that the existing oil island walls will, be demo-

Dear Mr. Palin:
Well Island "M" is located immediately northeast of the Seacliff Phase IV tract
boundary. This is one cf the origir.al!y designated areas where oil drilling was
permitted by nl zoning provisions.
We are seeking favorable zoning consideration to enable it moval of Well Island "hi"
and to estab:ish a smaller drill!Pig island north of Phase IV.
Our proposal is based on the: following reasons:
I. Well ls.and ` Nils abuts rear yard property liners of the Phase IV orojcct.
Relocation of the island would improve land use adjacency considerations.
2. The area in which the new well island would be located is appropriate for long,
tcrrn oil production. The area is not suited to any alternative land use since
it fall:� within an unusable area of the golf course between a green and tee.
Thus, ultimate develcpment in this area of the Seacliff community would not
be irnpa:ted by a free-standing well island in the middle of a housing project,
as the case would be if ",WI Island were left in its present location.
3. The overall envelope of the drilling island would be reduced from 1.65 acres
(existing) to 0.768 ar-res (proposed).
