STATEMENT OF ISSUE :
Zone Change No. 84-13 is one of the last two zone changes which will
bring the City s zoning into conformance with the certified Coastal Land
Use Plan. It would change the zoning on 10. 77 acres located at the
southeast corner of L.3s Patos Avenue and Bolsa Chica Street from R1-(.L ,
Low Density Residential. Coastal Zone to RA-CZ , Residential Agricultural,
Coastal Zone.

ANALYSIS :
A temporary horse stable has been in operation since 1966., on about 4
acres of the subject property and on adjacent county territory. • in, 19810,
a C.U :P. for expansion of the stable facility was approved by the City.
The stable would be a compatible use with the proposed , RA zoning and - is_a
permitted . ase in any zoning district subject to a conditional use permit.
The su bject 'property contains a grove of eucalyptus trees along the
eastern - boundary of the area ,,.proposed to be rezoned . Since , the. property
is adJacent' to the 1301sa Chic;a, the trees provide a ' refuge area for the

this grove and the bluff area as a sensitive scenic area, and it uas
decianated for a passive recrea•,ion use in the Land Une Plan. The City` s
certified Ccastal Land Use Plan is the general plan for the coastal zone ;
therefore, the existing zoning is not in conformance with the general.
plan. The proposed zone change to RA , Residential Agricultural, would be
a compatible zoning district and would bring the xoniilg into conformance
with the Land Use Plan and allow the City to become certified and assume
its coastal permitting authority.
ENVIRONMENTAL STATUS, :
Actions and programs necessary to implement a Local Coastal Plan one
exempt under Section 21080 .9 of the California Environmental Quality Act. `
FUNDI IZ SOURCE :
None needed.
ALTERNATIVE FACTIONS:
1. Do not approve zone Change 84-13. In this case, the California
Coastal Commission could not certify the City' s Local Coastal a
Program.
2. Adopt a different Zoning for the subject property to bring it into
conformanw with the adopted Lane Use Plan. '
