It would change the zoning on 10. 77 acres located at the southeast corner of L.3s Patos Avenue and Bolsa Chica Street from R1-(.L , Low Density Residential. Coastal Zone to RA-CZ , Residential Agricultural, Coastal Zone. RECOMMENDATION : Planning Commi.ssicn Action and Recommendation: ON MOTION BY HIGGINS AND SECOND BY MxRJAHANGIR ZONE CHANGE NO. The stable would be a compatible use with the proposed , RA zoning and - is_a permitted . ase in any zoning district subject to a conditional use permit. The su bject 'property contains a grove of eucalyptus trees along the eastern - boundary of the area ,,.proposed to be rezoned . Since , the. property is adJacent' to the 1301sa Chic;a, the trees provide a ' refuge area for the birds that forage in the lowland. The City` s certified Ccastal Land Use Plan is the general plan for the coastal zone ; therefore, the existing zoning is not in conformance with the general. plan. The proposed zone change to RA , Residential Agricultural, would be a compatible zoning district and would bring the xoniilg into conformance with the Land Use Plan and allow the City to become certified and assume its coastal permitting authority. ENVIRONMENTAL STATUS, : Actions and programs necessary to implement a Local Coastal Plan one exempt under Section 21080 .9 of the California Environmental Quality Act. ` FUNDI IZ SOURCE : None needed. ALTERNATIVE FACTIONS: 1. Do not approve zone Change 84-13. In this case, the California Coastal Commission could not certify the City' s Local Coastal a Program. 2.
