Goldenwest Street and Ellis Avenue and proceed with a change of zone in order to bring it into conformance with the gener&l plan and with the Huntington Central Park Master Pian. The current Light Industrial zoning is incompatible with the area and inconsistent with the General Plan . The change of zone will provide a transition between existing use: and possible development to other more incense uses. PLANNING COMMISSION ACTION AND RECOMMENDATION : The Planning Commission held a public hearing on the proposed one change on February 20 , 1985. ON MOTION BY WINCHELL AND SECOND BY ERSKINfE; ZONE CASE NO. 84-20 WAS APPROVED AND RECOMMENDED FOR ADOPTION BY THE CITY COUNCIL,' BY THE FOLLOWING VOTE: AYES : Howe, Winchell, Schumacher , Livengood , Erskine, Mirjahangir NOES : None ABSENT: Porter ABSTAIN: None FINDINGS: 1 . A change of zone from MI--CD ( Light Industrial combined with Civic District ) to RA--CD (Residential Agriculture combined with Civic District ) will be compatible with surrounding land us-2s . OF M 0 4101 • The Lana Use element of the General Flan designates the property as General Open Space, which is consistent with the zone designation of RA-CO. STAFF RECOMMENDATION : Thki atatt recommendation is iaentical to that of the Planning Commission . ANALYSIS : The proposed zoning of Residential Agriculture-Civic District is consistent with the General Open Space Designation of the Land Use Element of the General Plan . The Residential Agriculture District permits very low density residential 4 p y y i uses at one dwelling unit per acre. . . The RA designation is currently the zoning for the surrounding properties in the area. Zone Change No. 84-20 will eliminate the small parcel zoned Licht Industrial at the no&rtheast corner of Goldenwest street and Ellis Avenue which is incompatible with the General Plan, and with the City 's objective of expanding open space provided in the the Golderwest/Ellis area for the entire community. ENVIRONMENTAL ST&TU,S : Pursuant to the environmental regulations in effect at this time, the Department of Development Services has p p posted dra.tt laegrtive Declaration No. 85-s for ten days . No comments , either verbal or written, have been received . The staft , in its initial study of the project , has recommended that a negative declaration be issued for the project . OF ZONING FROM LIGHT INDUSTRIAL DISTRICT, COM- BINED W;TH CIVIC DISTRICT SUFFIX TO RESIDENTIAL AGRICULTURE DISTRICT , COMBINED WITH CIVIC DIS- TRICT SUFFIX ON REAL PROPERTY GENERALL" LOCATED AT THE NORTHEAST CORNER OF GOLDENWEST STREET AND ELLIS AVENUE (ZONE CAST: NO. 84-20) WHEREAS , pursuant to state Planning and Zoning Law, the Huntington Beach Planning Commission and Huntington Beach City Council have had separate public hearings relative to Zone Case No. 84-20 wherein both bodies have carefully considered all in- formation presented at said hearings, and after due consideration of the findings and recommendation of the Planning Commission and all evidence presented to said City Council , the City Council finds that such zone change is proper , and consistent with the general L►lan, NOW, THEREFORE, the City Council of the City of Huntington Beach does ordain as follows : SECTION 1. The following described real property, generally located at the northeast corner of Goldenwest Street and Ellis Avenue , is hereby changed from Ml-CD, "Light Industrial District, " combined with civic district su€f. x, to RA-CD, "Residential Agriculture District , " combined with civic district suffix: The southwest quarter of the southwest quarter of the. northwest quarter (except the north 85 feet, of the west 115 feet) in Section 35 , Township 5 South, Range 11 West . This parce'. is also known as Assessor ' s Parcel 111-071-25 . SECTION 2. Section 9061 of the Huntington Beach Ordinance Code, District ,yap 39 (Sectional District Map 35--5-11) , is hereby amended to reflect the change contained in this ordinance and on I i `; 1. f ' C • the map attached hereto. The Director of Development Services is hereby directed to prepare and file an amended map .
