Belsito, Acting City Administrator RE : ZONE CHA14GE 2J0. 7 6-17 APPLICANT: Initiated by Planning Del,artment LOCATION: North of Main Street , extending northerly for approximately 580 feet and located between Huntington and Delaware Streets. REQUEST: A change of zone from R5 to R2 PLANNING COMMISSION ACTION : ON MOTION BY BOYLE AND SECOND BY PARKINSON ZONE CASE NO. 76-17 WAS APPPOVED WITH THE FOLLOWING FINDINGS BY THE. FOLLOWING VOTE: I 1 . The reauested change of zone implements the recently adopted land use designation , and therefore is in conformance with the General Plan_ 2 . The resultant land uses are enumerated in the Land Use Element and provide for the highest compatibility with the existing adjacent uses. AYES : Parkinson , Bazil. , Finley , Boyle , Kerins NOES: None ABSTAIN: Shea ABSENT : Slates i PLANNING COMMISSION RECONIMENDATInN: The Planning Commission recommendfi approval of Zone Case No. 76-17, a change from R5 to R2 . SUMMARY ANALYSIS : The subject property was analyzed as area of concern 2 . 1 in the recently adopted General Plan Amendment 76-1B. This rocess indicated that the site was not viable as office/professional because of the excess of such zoning in the immediate vicinity. Page Two Based on Urban Projects , Inc . projections , approximately 32 acres of medical uses will be needed in Huntington Beach at ultimate development- . Presently, the City has over 25 acres of such uses . Since there are over 8 acres of vacant office/professional zoning to the immediate south , the viability for office/professional on -the subject is marginal at best . When this analysis is combined with the residential character of the uses to the north, a medium density residential designation and correspondinc- zoning are the most logical land uses and zoning . ADDITIONAL INFOPI-IATI ON : All property owners within a 300 foot radius of the subject site were � notified of the proposed change . There was no one in opposition to the request . ENVIRONMENTAL STATUS : The requested change of zone was assessed for environmental effects as a part of ':he third amendment to the Phase I Land Use Element of the General Plan. The Planning Commission approved this document at its meeting of March 2 , 1976 . i 2 . 0 GENERAL INFOR14ATION: The zone change request has been initiated by the staff to implement the General Plan land use designation through the appropriate district zoning. 3. 0 SURROUNDING LAND USES AND ZONsNG: The subject property is presently vacant of any developmert. To the north are properties zoned R3 and developed with a multi-family residential development. The properties to the south are zoned R5 and C2 and are predominantly vacant with the exception of a service station site. To the east are C2 properties developed with commercial retail properties .
