PLANNING COA;MISSION' RECOMMENDATION:
The Planning Commission recommends approval. of Zone Change No. 77--18
and. Preci.3e Plan of Street Alignment No. 77- G .
SUMMARY ANALYSIS:
A portion of the subject property was recently considered by the
Commission for a similar change of: zone. This request was denied
by the Commission because it was determined that those parcels which
fronted onto Alabama Street would, if rezoned, constitute spot zoning .
The Council in its review of the 'previous proposal concurred with
the Commission and also denied the request .
The Commission, however, subsequently directed the staff to analyze a
new proposal, one which would create more logical zoning boundaries .
This new proposal is to rezone the south half of the commercial block
forinEd by Mims Avenue, Portland Street, Alabama Street , and Huntington
Street. An ai:alysi.s of this subject property has indicated the following:
1 . The commercial block as described previously has only been developed
on the Adams Avenue frontage , an arterial highway .
Z. Development of the southerly half of the block would result in the
existence of commercial uses with little or no commercial traffic
exposure. This would mandate that these vacant commercial properties
be developed as expansion for the existing uses or as separate
commercial uses fronting onto Portland which is a local :.street.
This could present land use incompatibilities because of commercial
and residential traffic uc i nr the same local. strscrt: .
3. Development of the southerly properties as now individual commercial
ures raises the issue of: whether such uses would be v..able, primarily
because of poor loc,-Lion or orientation .
4 . Some of the existing cotitmc:rc:ial, buildings, are presently vacant,
and many of the ot:hurn are service relat•od ccsnmercial ul:es .
5 . There are two neighborhood comiilercial ccrnters tinder devulopmr,�nt

The:,configuration of the alley has been pretty much dictated by the
existing and, p=oposed commercial development to the north. This has
.-
u t � 1 -being a residential ' ✓,i es 1 ed. in• the .a ley b ng placed entirely on the vacant
`properties-, _extending easterly from Alabama Street for approxilitately
. 30O-. feet,.. then angling southerly for approximately 100 feet to Portland
Circle . This alley alignment is consistent with the alley circulation
patterns ..contained within Blocks 1502 and 1402 which are directly south
of the subject property.
ADDITIONAL INFORMATION:
The Planning Commission held a public hearing on these matters at their
September 71 1977 and September 29 , 1977 neetings and there was no one
present to speak either in favor or in oppositicn.
ENVIRONMENTAL STATUS:
The proposed change of zone is in an area that was analyzed for land
use designations as a part of a previous General Pl?n Amendment . The
subject property is also contained within an area recently approved by
the Planning Commission as the Old Town Specific Plan. This specific
plan was assessed for environmental effects and therefore, the proposed
change of Lone does not require additional assessment at this time .
Negative Declaration No. 77--104 for Precise Plan of Street Alignment
7'`-6 was posted by the Planning Department on September S. 1977 . No
public input was received . The Commission therefore recommends approval
of Negative Declaration No. 77-- 104 , which is a finding t -jat the proposed
project will not have a significant adverse effect upon the environment.
