PERTAINING TO ZONE CHANGE 77-19 1. 0 Background to Land Use Designation In late 1974 the P1.`ining Department prepared an emEndnlent to the Phase 1 Lard Use Element of the General Plan. The area south of Huntington Central Park, north of Garfield Avenue and hel:ween Goldenuest Street and Edwards Street was proposed for Estate development, 0-4 units per gross acre . This area was considered for Estate Development because of its proximity to the Central Park and the existing and proposed equestrian facilities and paths. Estate development in this area would facilitate a housing type to meet the needs for p,B sons with equestrian interests and would also enhance the open space characters of the general area. Prior to this time the general area was designated as Planning Reserve and Huntington Central Park. At the December 17 , 1974 meeting of the Planning Commisrion, Amendment to Phase 1, Land tine Elemrint., which included four additional areas within the City was adopted. Areas where undivided acreage is held under common ownership. 300 Status of Phase III of Huntington Central Park At the present time Phase III of Huntington Central Park has not been determined. A line established 600 feet north of Ellis Avenue was the original southern boundary of the park , however , some .land for park expansion has been acquired south of this boundary and south of Ellis Avenue. The City presently owns approximately 66 of the small lots located both north and south of Ellis Avenue . The Department of Recreation and Parks is presently waiting for Council ' s approval to acquire 16 additional small lots that are being sold by the State because of unpaid back taxes. The Department of Recreation and Par',s has applied for a grant from the State to purchase a 2 . 5 acre parcel north of Ellis Avenue between Goldenwest Street and Edwards Street and is also negotiating to purchase a 22 . 46 acre parcel from the Bolsa Grande Corporation which is .located north of Ellis Avenue and west: of Edwards Street. . 4 . 0 Limited Use District 'Pile intent of the Li.mite-d Use District iF to be applied to an area for a temporary period for the purpose of' further planning and for ;toning or crtvironmental isouefs . Land in tht. LU District shall not: be subdivided for residential , commercial or industrial purposes until it: is rezoned. Chairman Kerins stated that each Planning Unit would be reviewed separately by the Commission after a public hearing was held .for the proposed Amendment. The Chairman opened the public hearing. Mr. Frederick M. Culmann addressed the Commission and stated that he owned 1/2 acre on Huntington and 17th Street and would like to have the zone changed to R2 from industrial and would support a motion to change it from industrial to medium residential district. Mr . Leonard Wright addressed the Commission. fie indicated that there was a, file of letters from property owners concerning the Townlot area . Chairman Kerins requested that these letters be made a part of the permanent file . Mr. Wright stated that he commended Staff for their work and planning in the Townlot area . This entire area is zoned with a base district of RAI Residential Agricultural. . Suffixes that have been added to the base district include O, Oil Production and CD, Civic District. For the most part, the area is vacant of development. Spotted through-- out the area is some oil production and related oil production uses . In addition to these uses , several horse stables have been approved and developed in the general area . 4 . 0 ANALYSIS : The subject sites, consisting of 40 acres , are comprised of numerous small lots. The average lot within the seven (7) subdivisions is. ap- proximately 25 ft. x 112 ft. Each of the subdivisions contains ap- proximately 60 such lots and were recorded prior to August 17 , 1966 . Even though the RA District requires minimum lot size of one acre , exceptions are permitted by the Ordinance for any size lot created prior to August 17 , 1966 . Therefore , it is possible that residential develop- ment could take place on any of these small. lots . The Planning Department has received numerous inquiries regarding development of these lots . Furthermore, with the decrease in the amount of buildable land remaining in the City , these small lot subdivisions are becoming more desirable for construction. The' land Use Element of the General Plan designates the general area . for Estate ( large lot) Development. Allowing the development of the small • lets at this time would create an adverse effect on future development of the general area. The intent of the Limited Use District is to be applied to an area for a temporary period for the purpose of further planning and for zoning or Environment issues .
