Both "parcels are designated as medium density residential on the
General Plan . however, due to the fact that the properties had a
development status at the time of the General Plan change, the
zoning :issue was not initiated by the staff. The owner of the smaller
parcel .is now requesting to develop that property as a medium density
residential project. The staff therefore felt that both properties
should be brought into conformance with the General Plan designation.
The effect of the rezoning on the developed apartment: site is to place
a nonconforming status on the property . That results in limitations
on expansion or rebuilding of the premises . Assuming that the existing
60 units are completely destroyed, Whe property could only be redeveloped
with 19 units . However, it should be noted that the existing facilities.
uan operate as they presently do for an indefinite period of time.
The reason for the time delay in scheduling a public: hearing before the
City Council., is the fact that the subject properties required extensive
research in order to complete a precise legal description of the area
to be rezoned .
ADDITIONAL I14FORMATION :
The Planning Commission held a public hearing on the proposed rezone at
its meeting of September 7, 1j77 . There was no onc: present to speak
on the matter either in favor or in opposition .
ENVIRONMENTAL STATUS :
The subject property is contained within the Old Town Planning Area
that was assessed for a medium density residential, designation in
March of 1975, Therefore , the, proposed R2 zoning does not require
additional environment- it a sossinent at this time .

The subject property consists of. two (2) separate parcels . (Refer to
attached assessor' s map) . The larger parcel consists of approximately
