Therefore, because of the existing single family homes to the west, it was felt that a low density residential designation would be the most compatible use with the surrounding land uses . ADDITIONAL INFORMATION: The Planning Commission held a public hearing on this request at its meeting of September 7, 1977 . There was no one present to speak on this zone change either 4n favor or in opposition . ENVIRONMENTAL STI., rUS : The subject pzoperI:y was recently analyzed for environmental effects as a part of General Plan Amendment No. 77-1. Site Photographs The photographs above show the digital noise measurement equipment at the three measurement ;,points selected along the proposed development bounce.- EI'MIGINCiEIRING �! s Robert Stellrecht (4) 4 November 1977 proposed development. The second and third measurement sets were j completed during a shorter representative time period near Gothard Street and Slater Avenue respectively. The results of these last two data collections were used to determine a 24 hour CNEL noise impact from each roadway. Noise level measurements were made at each location on the site it using a Metrosonics type db-602, serial number 1135 , digital Sound Level Analyzer with A-weighted fast response. During the measure- ments, the microphone was positioned four to five feet above ex- isting grade and oriented for grazing sound field incidence. The first set of measurements was coa:,cted approximately 400 .feet west of Gothard Street and at the fence separating the city yard from the proposed project. Data collection began -at 1740 _Tuesday, 1 November, and continued for 24 hours until 1740 Wednesday, 2 November 1.977 . Data was collected and analyzed to determine Leq values in 60 minute increments throuchout the 24 hour period. (Leq, or Equivalent Sound 11evel, corresponds to the ,measured noise level averaged on an energy basis . 2 ) The hourly Leq values are listed in Column 2 of Table I. Also shown in this table are the 0 dBA, 5 dBA, and 10 dBA weighting increases required for day, evening, and nighttime p eriods when determinin a CNEL value. The adjusted Leq values for each ho,.r are tabulated in the last column of Table 1. Following the method of CNEL determination outlined in Reference 3 , the adjusted hourly Leq values from Table I have been summed on an energy basis and averaged. The result of this calculation indicates an outside round environmenCof 61.8 dB CNEL at the fence line separating the city yard and proposed contruc:- tion site. Measurements of the noise impact from Gothard Street and Slater Avenue were made during a representative afternoon period on Wednesday, 2 November 1977 . For measurements of the noise from each roadway, the microphone was placed 50 feet frora the near lane center line and several hundred feet from the other roadway. At each of these two measurement points , the digital noise measure- ment instrumentation was adjusted for an A--weighted sample rate of one measurement per second. An Equivalent Sound Lev&l, Leq, value was determined directly from the measurement equipment for the sample period at each data collection point. Using the recorded Leq and typical hourly percent traffic distribution information for roadways with ovnr 10, 000 average daily traffic (ADT14 Leqq values were calculated. for each hour in the day. The sourly Leq values for .the measurement points along Gothard Street and Slater Avenue are listed in Tables II and III respectively. The re- sults of these calculations indicate an outside sound environment of 66.7 dB CNEL at 50 feet from the near lane center on each road- way. Using the results of these three measurements, a total of five CNEL contours have been overlaid on the tentative tract map shown in Figure 3 , The boundaries of each contour were determined using the equation - from reference 5 which specifies a reduction of 4 .5 dB for. each doubling of distance from the noise source. The results of the calculations indicate that lots within the planned develop- ment will be exposed to an exterior noise impact from 70 .3 dB CNEL to under 60 dB CNEL. The California Noise Insulation Standards specify that intrusion. of outside noise should not exceed 45 dB CNEL within any home. To meet this restriction, special care will be required in the selection of windows, sliding glass doors, and exterior entry doors . Homes on lots with a noise impact from 65 dB CNEL to 70 . 3 dB CNEL may require heavy pane or double sash glazing and tightly sealed entry doors. Those lots in an exterior sound environment of 60 dB CNEL to 65 dB CNEL may require a slight up-grade in the typical single glazing pane thickness to control outside noise intrusion. . It is antici- pated that homes inside the 60 dB CNEL contour will require no changes from the standard construction that will be planned. In order to accurately specify the exterior dwelling wall require . ments for meeting an inside 45 dB CNEL value, detailed calculations must be performed using the final building plans. The analysis will indicate the particular material that should be used to fill each ex- teri.cr wall discontinuity. The outside noise environment as high as 70. 3 dB CNEL on some lots is fairly loud. Care must be exercised to insure compliance with the interior noise criteria. Howe-,✓er, it is expected that once the building plans have been analyzed, recommendations can be made to meet the. 45 dB CNEL limit in all dwellings. It is our feeling that this part icular. site is the mos. unsui tablv site for any residential development on the entire Gothard Industrial Corridor. . Heavy equipment parked adjacent to the proposed resi,de•ntial development come and go via an adjacent gate at all hours of the day and night. Impacts From fumes, noise, and traUic density are certain to produce complaints from any residents. Also the lights at General Telephone Company are of a magnitude much more suited to an industrial area .
