4 . 0 Analysis:
The subject site is 270 feet x 125 feet, or . 775 acre, and was dev-
eloped in 1959 with five (5) eight--unit apartment. buildings. This
calculates out to 35 . 3 units per gro^s acre. If the s,.tlre par'-el w'7!ro i
zoned R2, it would yield 11 units and if Toned R3 iL would yield 1 .1
units; therefore, neither or these two ,:oni.ngs would bring the exist-
ing project in compliance with today' s zoning donsitius. This complex:
was developed when the subject site was zoned R3 . j
The Planning Department has prepared a proposal cionsisten~y w%th the
General Plan and has made a consistency determination of tndeterminate.
Stated in the finding is that proposal decreases the tax base in theory;
however, the property is already developed to residential standards .
Therefore, the proposal does not actually eliminate a viable C4
property . The Planning Commission must make a determinations as to the
consistency of the proposed zone chancre with the land use designation
of the General Plan. See attached c(:)rlslstency determination and
