The Planning Commission recommends approval of Zone Change No. 77-32,
a . change of zoning from R5, R5-01 C41 C2 , C2-0 to (Q) Oldtown Specific
Plan, District T;ao.
SUMMARY' P NALYSIS:
Much of the surrounding area is presently zoned Oldtown Specific Plan
and being developed under this ordinance. Because of the configuration
of the properties, a conventional RI. development is not really suitable
for the site. A small lot, single family dwelling -development is com-
patible with both existing and future surrounding developments. The
subject site is not suitable *=or development under its present zoning
and the Oldtown Specific- Plan is consistent with the land use designation
of the City' s General Plan.
ENVIRONMENTAL STATUS:
Zone Change No. 77-32 was assessed for environmental impacts by
Negative Declaration No. 77-137 . Negative Declaration No. 77--137
,-.,as posted on December 15 , 1977 in the City Clerk' s office and the
Huntington Beach News . All conunents that were received by the Planning
Department have been attached to the accompanying Staff Report. On
January 17 , 1978, the Planning Commission ap-roved Negative Declaration
No . 77-137 by the following vote :

Pursuant to environmental regulations in effect at this time , the
P16`nnin3 Department posted tentativa Negative Declaration No. 77-•137
for ten days in the City Clerk' s off;.ce. The posting period ran
between December. 15, 1977 and December 26 , 1977. It was also published
in the Iiuntingtcn Beach News on December 15, 1971 . All conments re-
ceived either written or oral have been attached to tni.s report for
the Commission 's review. In addition, the Planning Department has
drafted Negative Declaration No. 77-137 which is also attached herewith
for the Planning Curtimissi on' s review as required by ser.ticn 150 3 3 J c l (4)
of the State Guidelines of the California Environmental Quality Aut.
The initial study information is attic: ed to the negative declaration
as documentation in support of the findings .

'development.. , . The properties located to the west of the subject site
are zoned. Oldtown Specific Plan, District Two. These properties are
designated. on the General Plan as Medium Density Residential and .are
sporadically developed with single and multi-family residential units .
6 . 0 ANALYSIS :
The subject site . is designated on the Land Use Clement of the General ..
Plan..as Medium Density Residential. This 'designat.ion allows up to
- 15 units per gross acre which is higher than what the applicant is
proposing . with tracts 10218 and 10266 . ThereLore, Zone Change No. 77--32
is consistent with the Genera. Plan.

Much of the surrounding area is presently zoned and now being developed
under the Oldtow' n Specific Plan. This ordinance provides for a smaller
lot size than the conventional R1 subdivision (2 , 500 sq . ft. versus
6 , 000 sq . ft. ) yet will allow detached single family dwelling of sub-.
stantia? size. The property located to the west of the subject property
and east of Delaware Street has alreadv been rezoned to Oldtown Specific
Plan and will be an integrated part of the proposed project. Develop-
ment of the subject site under the O1d.town Specific Plan zoning will be
compatible with both the existing and future surrounding developments .
The area of the site that is zoned R5 and R5-0 is no longer suitable for .
(MIN developing as office professional due to its topography and location in
relationship to the low and medium density residential in the general
area. The applicant is maintaining approximately 1. 79 acres of C2
property along Adams Avenue fop future commercial development.
On September 29 , 1977, when the Planning Commission approved Zone
Change 77-23, the change of zoning on the abutting property from R5 to.
Oldtown Specific. Plan, a "Q" prefix was added to the new designation so
that :specifi.c conditions could be applied to the proposed .zone change . .
I` Because of the 'similarity and interrelation of this zone change and
Zone Change .No. 77-23, the staff is recommending that the "Q" prefix
and conditions also be added to Zone Change No. 77-•32.
710 RECOMMENDATIONS :
j Based on the above information and the following findings, the staff
is recommending Negative Declaration No. 77-137 be adopted and Zonc
Change No. 77--32 be approved. from R5, R5--0 , C2, C2-0 and C4 to (Q)
Oldtown Specific Plan, District Two. The staff is offering the fol•-
lowing .conditions for your -consideration:

1. The residential zoning is consistent with the land iise designation
of the City' s General Plan.
