PLANNING COMMISSION ACTION : ON MOTION BY GIBSON AND SECOND BY SH EA ZONE CASE NO . 77-6 WAS APPROVED WITH THE fiQLLOWI Nu FINDINGS BY T1.E FOLLOWING VOTE: 1 . The subject property is designated Medium Density Residential on the adopted Land Use Blement, and therefore the requested change of zone is consistent with the General Plan of the City . 2 . The resulting zoning and land uses are enumerated in the General Plan and will provide for the highest and best use of the subject property. 3 . The resulting Toning is compatible and complimentary with long rang:-, planning efforts on surrounding properties in the immediate vicinity. AYES : Parkinson , Finley , Gibson, Slates , Shea , Newman , Boyle NOES: None ABSENT: None PLANNING COWIISSION RECO14MENDATION: The Planning Commission recommends approval of Zone Change No . 77-6 , a change from: C4 (Highway Commercial.) to R2 (Medium Density Residential ) , SUMMARY ANALYSIS : The subject property was recently redesignated from commercial to resi- dential land uses as a part of a recent General Plan Amendment . This process demonstrated that there was sufficient commercial acreage both existing and planned that would serve the ultimate population within the general service area . It also analyzed and demonstrated that the proposed land uses would be compatible with surrounding uses, Page 2 and that the availability and capacity of schools and open space areas would be sufficient to accommodate the .increased population . Therefore , the staff recommended approval of Zone Change No . 77-6 in order to implement the previously approved General Plan Amendment . ADDITIONAL INFORMATION: The Planning Commission held a public hearing on the proposed change of zone at its meeting or March 15, 1977 . During the public hearing, Mr. B. G . Williams , the property owner , addressed the Commission and spoke in favor of the proposal . Mr. Dick Amright addressed the Com- mission and stated that he pref.ezred that the property remain C4 or be rezoned to R1 . No one else addressed the Commission either in favor of or opposition to. ENVIRONMENTAL STATUS : The proposed change of zone was assessed for environmental effects as a part of General Flan Amendment No . 76-3 which was approved by the Planning Commission and City ^osnc.il in December of 1976 . J 3 . 0 SURROUNDING LA14D USES AND Z014ING : The subject property is surrounded to the north b R1 properties which 7 P P Y Y P P are developed with single family homes . To the east is the Orange i County Flood Control with R1 properties further to the east . The properties to the south are zoned C4 and in the conceptual, planning I stages for a commercial shopping. center. . To the west is vacant property which is zoned R2-PD (Medium Density Residential.-I'l.anned Residential Development) as well as C4 prcperty to the immediate west j which is developed with educational office: professional use . i + ` 1 W Rage Two uC 77- 6 4 . 0 ANALYSIS: The redesignati_on of the land use element for residential use on the subject property centered around two issues . The first was whither supply of commercial land in the general area was sufficient to ai'low reduction of commercial acreage within the area of concern . Neighborhood commercial centers tend to draw business from a service area of roughly one square mile or 10 , 000 people . The area which the proposed shopping center will service presently contains an estimated 18 , 300 persons. Additionally , there are 218 acres of vacant residential land in the service area which , at ultimate development , would raise the population to 25 , 400 . This area is now served by a seven acre shopping center at ;:he south- east corner of Beach Boulevard and Atlanta Avenue along with scattered commercial uses downtown along Main Street . Lxcluding the area of concern , there are fifteen acres of undev-31oped neighborhood commercial land within the square mile region , one parcel at the northwest corner of Atlanta Avenue and Magnolia Street, and the other directly south of the existing center at Beach Boulevard and Atlanta Avenue . If developed , these two sites would be sufficient to accommodate any new growth in the area . Furthermore , the City ' s Downtown Redevelopment Plan has as one of its goals the revitalization of the downtown area ' s economic function; hence 157 . 5 acres have been designated for various types of commercial uses. Given the intensity of the anticipated commercial activity in this area and the desire to maximize this activity , a reduction of commercial- acreage was determined to be complimentary to the long- range planning efforts within the Downtown Area. The second issue analyzed by the General Plan Amendment at the time of the recommended r.edesignation of land use concerned the compatibility of residential uses with Office/Professional and Commercial uses . Specifically , this compatibility issue involves , compatibility with existing and anticipated uses , availability of schools , and open space to serve residents . The General Plan recommended residential used on 3 . 4 acres as indicated on the attached :area map. This configuratici. allowed for a buffering from the existing low density uses to the east by a flood control channel , and would act as a transition between the proposed commercial on the . south and the single family homes to the north . A maximum of 52 units could be developed on the parcel. under medium density standards , ` resulting in an estimated increase of ,134 persons. Although no park space presently exists within the quarter section in which the area of concern is located, and residential development will increase demand for such space, the City has expressed interest in acquiring a three--acre site which, when developed, will satisfy the area' s ultimate park demand. Current:. enrollment at Peterson Elementary School is below capacity, and the small number of high school students will have a minimum impact on local high school enrollment. Page Three ZC 77-6 The General Plan Amendment No. 76- 111 therefore recommended a redesig- nation, of the subject property from General Commercial to ;Medium Density Residential . 5 . 0 RFCOMWIDATION: The staff recommends approval of 7.one Case No. 77-6 , a charge from C4 to R2 based on the following findings : 1.
