Therefore, at its May 15, 1978 meeting, the City Council referred j
Zone Change No. 78-1 to the Planning Commission for a repovt on
various possible conditions for the zone change.
The subject site was examined in General Plan Amendment 77-3 and
was redesignated to High Density Residential as a result of the
amendment. Rezoning the site to (Q) R3 (20) brought the zoning into
conformance with the General Plan.
Vehicular access is a potential problem for the site. A limitation
on use of the existing reciprocal drive between the subject property
and the commercial center to the east is necessary to insure separation
of land uses and to prevent the co-mingling of residential and com-
mercial traffic. Residential use of at least a portion of the recipro-
cal drive as access from Edinger will be necessary, however.
�
Vehicular access (excepting emergency vehicles ) should be denied to
the alley on the south and west in order to avoid increasing the
problEis of congestion presently experienced by residents on Waikiki
Lane and Kona Drive.
Opportunity for parking may be a problem because the subject site has
limited street frontage. Increased onsite parY.ing space requirements
would ameliorate this situation. A 150 percent increase of coda
requirements for guest: parking would provide three guest parkii.g Spaces
for every four r. esidrritial units instead of the normal requirement of
two guest marking spaces for four residential units . For example, the
guest parking .;pac•.s *could be in additi -ii to the eight ljarY.ing spaces
normally required to nerve four three-bedroom units . Therefore, a total.
of eleven par.Y.inq spaces would be available to !serve the four dwelling
units .

for the proposed zone change.

The subject site contains 1 . 647 net acres and is zoned C2 , community
business. The site is designated on the General Ilan as high density
residential . The property is presently vacant .
The U . S. Naval Weapons Depot in ;;eal Beach is located north of the site.
To the east are apartments zoned R3 and Gen,:ral Planned Medium Density
Residential . Also , just: north of the apartments fronting Ediny !r
Avenue is an office use zoned R5 and General Planned Medium Density

Mayor Shenkman announced that this was the clay and hour set to continue the public
. hearing which had been opened April 17, 1978, to consider a petition filed by G. P.
Building Enterprises, for a change of zone from C2 (Com•nunity Business District) to
either (Q) - R3 - (20) (Qualified Classification - Medium Density Rc nidential District:
20 units per acre) or R3 - (20) (Medium high Density Residential District -- 20
.. . ..units per acre) . The subject property is located approxivately 350 feet west: of .
Bolsa Chica and south of Edinger Avenue.
The City Clerk. stated that all legal ,requirements for publication, notification and
posting had been met and that s}lc had received »o communications or �rritten proto:;ts
to the matter.

stated that he did not believe the area involved was properly configurated for cotraner-
cial development and gave reasons why he believel the proposed zone chance Should

The Planninu Director advised Council. that: at the staff. agendalnceti.nq held last.
week, a question was brought up concernirg hov: broad the Q-Zon i iiq prefix that
advertised for this ordinance could be applied, specifically, could a condition W.
placed on the zone change that Council review the :specific site plan as being one
of the conditions of the zone change.
Hill E4dins, City, .addressed Council and stated that he o%vrn.,; property in the area

use. He stated that he was not in favur of the proposed zone change, giving riaason ;

hospital, and expressed his concern for congestion in the area . lie suggested

Discussion was held between Cottncil and staff' regarding the size of the e�roperty
involved in the proposed zone change. It was determined that the property was
136 ft. wide and 11.3 ft. deep,
Councilman MacAllister inquired why Mr. Dahl had not discussed plans for traffic:
in the area. Mr. Dahl replied that the zoning law was to considur the u�:e only: .
that he had been told not to discuss site plans at the time of .the zone cl:ancle
since site plans are subject to change. He sugrlastecl that perh, fps ' a cont::n-
aency could be placed on the site plan later by the City Council.

WHEREAS, pi.irsuant to the state Planning and Zoning Law ,
the Huntington Beach Planning Commission and Huntington Beach
City Council have had separate public hearings relative t;o' Zone
Case No. 78-1 wherein both bodies have carefully considered
all information presented at said hearings , and after due con
si.deration of the findings" and recommendations of the Planning
Cornunission and all evidence presented to said City Council , the
