By law, the City Counci_1 may ,not consider a application unless those same conditions or issues related to an a 1 at n 1 PP conditions or issues uvre considered by the Planning Commission. Therefore, at its May 15, 1978 meeting, the City Council referred j Zone Change No. 78-1 to the Planning Commission for a repovt on various possible conditions for the zone change. The subject site was examined in General Plan Amendment 77-3 and was redesignated to High Density Residential as a result of the amendment. Rezoning the site to (Q) R3 (20) brought the zoning into conformance with the General Plan. Vehicular access is a potential problem for the site. A limitation on use of the existing reciprocal drive between the subject property and the commercial center to the east is necessary to insure separation of land uses and to prevent the co-mingling of residential and com- mercial traffic. Residential use of at least a portion of the recipro- cal drive as access from Edinger will be necessary, however. � Vehicular access (excepting emergency vehicles ) should be denied to the alley on the south and west in order to avoid increasing the problEis of congestion presently experienced by residents on Waikiki Lane and Kona Drive. Opportunity for parking may be a problem because the subject site has limited street frontage. Increased onsite parY.ing space requirements would ameliorate this situation. A 150 percent increase of coda requirements for guest: parking would provide three guest parkii.g Spaces for every four r. esidrritial units instead of the normal requirement of two guest marking spaces for four residential units . For example, the guest parking .;pac•.s *could be in additi -ii to the eight ljarY.ing spaces normally required to nerve four three-bedroom units . Therefore, a total. of eleven par.Y.inq spaces would be available to !serve the four dwelling units .
