The residential zoning is consistent with the land use desig- nation of the City ' s General Plan . 2. The subject property is not suitable for development under the present commercial zoning. DISCUSSION: The proposed zone change from C2, Comrtlunity Business District to Rl, Low Density Residential District for the 1 . 62 acre rectangular parcel of land situated to the rear of an existing church facility, will allow for the de,,elopment of a seven lot: single family resi- dential tract. The property owners have no future plans :or expanding the existing church facility that fronts on Magnolia Street more than 400 feet from Magnolia . This would create a parcel of rontmercially zoned property with no means of access but through either .a residential neighL-orhood or an easement granted by the church. The Propo red R1 subdivision will take access through Mediterranean Drive wh).r:h is located in the sinclle j family residential tract abutting this parc_r:l to the ,,outh . Property to the south and east of the subject proposal lies within an R11 Low Density Residential District, and is developed with single family homes. Property to the west across Magnolia Street is located within an Rl District and is developed with single family homes. 6 . 0 Subdivision Committee: The Subdivision Committee (with Commissioners Higgins and Stern in attend- ance) reviewed the projects at their July 27 , 1978 meeting . Discussion centered primarily on the issues identified in Section 3 . 0 of the staff report. 6 . 1 Design and improvements of "A" Street; and associated impacts on existing 1111 rovements adjacent to that street: Vehicular access to the single family dwelling lot, is proposed by means of removing an existing single family home frontin : can Mediterranean Drive (Lot 39) in a similar concept: to a tentative tract recently approved by the Planning Commission located southeasterly of Brooktiurst Street and Adams Avenue. The developer was asked to submit a schematic plan and calculations demonstrating full compliance with all Code requirements (setbacks , open space dimensions , etc. ) . The developer has complied with this request and has satisfied the staff that Lot. 7 can be developed without violating Code requirements . 6. 3 Vehicular sight distance factors for Lots 1 and 7 in relation to surrounding evhlopments : The Zoning Ordinance implies that a ten foot by teen foot sight anctl.e distance area should be provided c.n reverse corner. lots to assure traffic safety .
