FINDINGS:
1 . The proposed zoning is consistent with the City !s General Plan.
2. The proposed zoning is compatible with both existing and future
surrounding land uses .
3. The subject site meets the criteria set forth by the Huntington
Beach Ordinance Code for the location of service stations .
DTSCUSSIUN:
The applicant has requested a change of zoning from C2-0-CD to C2-CD-SS
on the subject site in order to allow for the development of a service
station at this location. The subject site is located at the inter -
section of Goldenwest Street, which is designated can the General Plan
as a major arterial and Yorktown Avenue, which is designated as a
primary arterial. Therefore, this location will satisfy the l.ocational
criteria set forth in the Ordinance Code which requires new service
stations to be located at the intersections of arterial highways .
The proposed service station will serve persons in part; of the Old-
town, Townlot, and Seracliff Areas card persons using Goldenwest
Street as access to the beach. Subject site was designated on the
overall shopping center development plan as a service station, there-
fore, traffic circulation, curb cuts , pedestrian rraove.rnent, aL,d off--

4 . 0 . • ENVIRONMENTAL STATUS :
''. On January 81 19750 the Board of Zoning Adjustments adopted Environmental ",
Impact Reports No. 74-5 , an environmental impact report for the development:
of the Seacliff Village Shopping Center. At that: time, the subject
service station site was included in the original overall site plan .
Therefore, a separate environmental review is not necessary for this
proposed zone change or fog. the future service station .
All of the mitigating measures set forth in the environmental impact
report will be considered at which time the Board of Zoning Adjustments
reviews the site plan for the proposed service station.

The subject site is located at the northeast corner of Gol.denwest
Street and Yorktown Avenue and is presently zoned C2--0-CD , Community

The property surrounding the subject site to the north and east is

€ Theie '. are no existing service stations within a one mile radius of the
subject site. On Gol.denwest Street the nearest serAce station .is two
: miles from the subject site. This station will serve persons in parts
of,* the Oldtown, Townlot areas and will also serve the residents of

the Seacla.ff area and persons using ,Goldenwest Street as access to
the beach . (See attached service station locational map. )
The proposed service station site is surrounded by residential units
to the west, a school athletic field to the south and commercial
buildings to the north and east. Even though all of these uses are
surrounding the. proposed site , none of them are lass than 125 feet
from the subject site.
The subject site was designated on the overall shopping center develop-
ment plan as a service station, therefore , traffic circulation, curb
cuts, pedestrian movement and off-site signaling were designed to
accommodate the proposed use .
In summary , the proposed service station will serve a community need ,
it has adequate separation from all adjacent user and buildings and
has had proper design consideration in ordr.r to mitigate pedestrian
and auto circulation problems .
