The '«ty's planning staff suggested to the developer that the map be withdrzwn t'ec�vse they could not recommend a. pFrc'val . Their primary points of concern i;ere the rernovaI of an existing housing unit and that an R-3 development would be served by an access route through an R-1 neighborhood. Staff was concerned about the additional volume of traffic that this proposed development would generat•1 on a local residential street, Pammy Lane. The Planning Staff suggested that an altern, means of access be found to serve the R-3 portion of she site. After contacting the adjacent property owners, G. F. Goeden Com- pany began negotiating with Richard G. Wilson, owner of Wilson Ford, which is the property situated north of the Goeden Company. An agreement was rendered which would exchange Wilson's parcel front.'ng Taylor Drive with Goeden's parcels fronting Beach Boulevard. Therefore, the primary purpose of the subject wone chdnge was to initiate the process that would allow the Wilson property to be used as an access rout: to the land locked Gooden R-3 parcol . The proposed zone change is not as compAtible with the R1 (Low Density Residential ) development to the west. Ordinarily a medium density residential development would be utilized to buffer the low density residential development from the commercial uses to the east. The General Plan designates the property immediately south of the subject site to Ellis Avenue as high density residential . The properties abutting Ellis Avenue are developed but only at medium density residential densities ( 13 . 57 units per gross acre) . In view of the fact that the subject site will be developed in conjunction with most of the remaining vacant land in the area to the south, and that the proposed project on the subject site and southern properties will be less than 15 units per gross acre , thought should be given to redesionating the high density residential area . Specifically, since the developinents (existing and proposed) are at medium density residential densities and :since medium density residential is intended to be the buffer used between low density residential. and more intense land uses , the Gener.al. Plan should be amended to reflect a medium density designation . Zone Change 78-16 requested to change the zoning on a 1.5.5 acre parse: 10- cated approximately 250 feet east of Pammy Lane on the south side of Taylor Drive from Community Business (C-2) to Xedium Nigh Density Residential (R-3) . The City Planning Staff recommended that an pproval be granted to change the, zone of the property to Medium Density Residential (R-2) . The subject site was a part 'of an overall development plan for the area south of Taylor Drive.: The plan proposed the development of 2.86 acres of R-3.property to the south of .the subject site and included the subject site . as ,a,'portion of the development. The subject site is owned by tfr. & Mrs. Richard G. Wilson and is currently used as an automobile storage yard. The purpose of the .zone change was to provide access from Taylor Drive to the• existing '2.86 acre R-3 parcel lot+ated directly south of the subject site.. The Planning Staff suggested that an alternate means of access be found to serve the R-3 portion of the site. After contacting the adjacent property owners, G: F. Goeiien Come pany began negotiating with Richard G. Wilson, owner of Wilson Ford, which is the property situated northo:' the Cceden Company. An agreement was rendered.which would exchange Wilson's parcel fronting Taylor brive with Goeden's parcels fronting Beach Boulevard. Therefore, .the primary purpose of the subject zone change was to initiate the arocess that would allow the Wilson property to be used as an access route to the land locked Goeden R-3 parcel . This development pro- posal would serve as a buffer between the commerclal development :along Beach Boulevard and thv single family residences westerly. In addition, acc6ss to .the proposed development would have came from a collector street - Taylor Drive, instead- of a local residential street such as Pammy Lane. The Planning Commission rejected the zone change request. The main objection to the plan was additional traffic which.would utilize Taylor Drive for ,access. Therefore, Nunsaker S Associates, Inc. , agents for both 'Richard G. Wilson and G. F. Gooden Company is appaaliny the denial of Zone Change 7 116 Vega- tive Declaration No. 78-67 by the Planning Commission. We ask that the City Council reconsider the Planning Commission decision and we .support and ask for your support of the staff recommendations for R-2 zoning of the sub- ject parcel. .In addition, 11unsaker 6 Associates, Inc. is preparing alternate plans for the G. ORDINANCE N0. c9 1 AN, ORDINANCE OF THE CITY OF HUNTINGTON BEACH .AMENDING THE HU14TINGTON BEACH ORDINANCE CODE BY AMENDING SECTION 9061. THEREOF TO PROVIDE FOR CHANGE OF ZONING FROM COP114UNITY BUSINESS DISTRICT TO MEDIUM DENSITY RESIDE14TIAL DISTRICT ON REAL PROPERTY LOCATED SOUTH OF TAYLOR DRIVE EAST OF PADIMY LANE (ZONE CASE NO. 78-16) WHEREAS, pursuant to the state Planning and Zoning Law, the Huntington Beach Planning Commission and Huntington Beach City Council have had separate public hearings relative to Zone Case No. 78-16 wherein both bodies have carefully considered all information presented at said hearings, and after due con- sideration of the findings and recommendations of the Planning Commission and all evidence presented to said City Council, the City Council finds that such zone change is proper, and consis- tent with the general plan, NOW, THEREFORE, the City Council of the City of Huntington Beach does ordain as follows : SECTION 1. The following described real property located south of Taylor Drive, approximately 250 feet eant of Pammy Lane is hereby changed from C2, "Community Business District" to R2, "Medium Density Residential District :" That portion of Section 352 Township 5 South, Range 11 West in the Rancho Las Bolsas, City of Huntington Beach, County of Orange, State of California, as shown on a man recorded in Book 51, page 13 of Miscellaneou's Maps in the office of the County Recorder of said county; described as follows : The west 135. 00 .feet of the south 630 feet of. the northeast quarter of the southeast quarter of the northeast quarter of said section. SECTION 2. The Planning Director or the City of Huntington Beach. is hereby . direeted to change District Map 39 (Sectional' /ahb District Map 35-5-11) to incorporate the zone change described in Section l hereof, and as said district map shall have been amended, the same shall be in full force and effect and be a part of the Huntington Reach Ordinance Code . A copy of said district map, as amended hereby, is available for inspection in the office of the City Clerk. SECTION 3. Section 9061. , District Map 39 thereof, is hereby mended by Zone Case No. 78--16 . SECTION 4 . This ordinance shall take effect thirty days after its adoption. The City Clerk shall certify to U'he pas- sage of this ordinance and cause same to be published within fifteen days after adoption in the Huntington Beach Nevis, a weekly newspaper of general circulation, printed and published In Huntington Beach, California.
