ENVIRONMENTAL STATUS:
Zone Change No. 78-2 was assessed for environmental impacts by Negative
Declaration No. 78-2. Negative Declaration No. 78-2 was posted on
January 12 , 1978 in the City Clerk ' s office and the Huntington Beach
News. All comments that were received by the Planning Department have
been attached to the accompanying Staff Report. On February 22 , 1978,
the Planning Commission approved negative Declaration No. 78-2 by the

Pursuant to environmental regulations in effect at this t .me, the
Planning .Department. `posted tentative Negative Declaration ho. 7$
for ten days in the Office of the City Clerk. The posting period
ran 1, tween Ja uar 12 1 7 a January ..e n 9 8 and n 3 1978 . It was also

received either written or oral have been attached to this report
for the Commission ' s review. In addition , the Planning Department
has drafted Negative Declaration No. 78-2 which is also attached
herewith for the Planning Commission ' s review as required by Section
15083 (e) (4) of the State Guidelines of the California Environmental
Quality Act • the initial study information is attached to the negative
declaration as documentation in support of the findings.
Prior to action on this zone change , it is necessary for the Planning
Commission to receive and review comments on, and adopt Negative
Declaration No. 78-2 in conjunction with 'Lone Change No. 78-2 .

.r~he applicant has requested oldtown Specific Plan , District One, on his
12 ' parcels in order to construct single--family dwellings. These proposed
dwellings would he more in keeping with the existing structures and will
help . to insure a homogeneous character to the entire block between ,
Huntington and Delaware Streets . The proposed lower density zoning will
still be. consistent with the Medium Density Residential designation on the
General Plan , since this designation will allow up to 14 . 5 units per
gross acre,
The subject site is not contiguous to any of the properties presently
zoned Oldto-an Specific Plan; however, Tract 285 has most of the character-
istics of the areas within both the Oldtown and Townlot specific Plans .
These characteristics include, but are-, not limited to, an existing subrl-iv.i -
sion consisting of small lots (approximately 25 by 125 feet) , existing
single-family dwellings within the general area , and numerous properLy
owners within each block . Pas-!d on these major characteristics , the :subject
site is a strong candidate to be included into the Ol.dto n Specific I'llan .
The nine (9) existing single--family dwellings within the area of concern are
substantially the same as units that would 'ue developed under Lhe oldtown
Specific Plan ; therefore , they r:ould not become non-conforming as a result,
of this zone change .
