RECOMMENDATION The Planning Commission and Planning sti..L`f recommend that the City Council i approve Zone Change No . 78-23 and adopt attached ordinance. ANALYSIS: Applicant: Initiated by the Planning Commission . Location: The subject property is located on the east side of Beach Boulevard between Atlanta Avenue to a point approximately 1980 feet south of Atlanta Avenue . Request : Change of zone from RA on that portion of the property extending from Atlanta Avenue south between Beach Boulevard area. the frontage road paralleling Beach Boulevard to C4 , Highway Cam- ' mercial and from' C4 on that portion of the property east of Beach Boulevard south of the shopping center to R2 . PLANNING COISSInN ACTION ON NOVEMHER ,7 1978: ON MOTIN BY PAONE AND SECOND BY RUSSELL ZONE CHANGE NO . 78 -23 WAS APPROVED i WITH THE FOLLOWING FINDINGS, BY THE FOLLOWING VOTE: /'�� 1.1 Pf0 3/76 Zone Change NO. 78-23 November 22, 1978 Page I FINDINGS: 1. The Land Use Element of the General Plan designates the subject property as general. commercial and medium density residential . Therefore , the proposed C4 and R2 zonings are consistent with the General Plan . 2. The resulting commercial and residential uses will be compatible with surrounding .land uses . AYES : Higgins, Russell , Stern, Finley, Cohen, Bail , Pane NOES: None ABSENT: None ABSTAIN: None DISCUSSION: Zone Change No. 78-23 is the implementation phase of General Plan Amendment No. 78-1 . General Plan Amendment No. 78-1 was approved by the Planning Com- mission on August 1 , 1978 , and by the City Council on August 21, 1978 . That portion of the subject property proposeu for C4 zoning is located adjac- ent to planned or existing intensive land uses, near major transportation routes, and in proximity to commercial and other activity areas. It is also approximately one--quarter mile from the beach. These characteristics reflect the desirability of this property for intensive uses such as commercial or multi-family residential . These types of uses would also be compatible with the lccation criteria found in the Land Use Element of the City ' s General Plan. These factors , plus greater desirability of a commercial site on the ! northeast corner of the intersection of Pacific Coast Highway and Beach Boulevard and the apparent limited demand for commercial development in the area, as described in General Plan Amendment No. 78-1 , minimize the need for commercial development at this location . I The multi-family residential portion would help support the proposed commer- cial uses in the area . This would be especially important to the surrounding commercial uses in the off season when the beach usage diminishes sharply . ENVIRONMENTAL STATUS : Environmental Impact Report No . 74-1 and Negative Declarati.vn No . 78-20 assessed environmental considerations upon the subject site. The Planning Commission adopted Negative Declaration No . 78--20 at its August 1 , 1978 regular meeting. Therefore, no further environmental assessment is necessary for this zone change . FUNDING SOURCE.: Not applicable. Density Residential RFQUEST: From RA and C4 to C4 and R2 ACREAGE: 11 acres EXISTING USE: vacant 1 .0 SUGGE;TED ACTION: Approve Zone Change No . 78-23, a request to change the zoning from RA, Residential Agricultural and C4 , Highway Commercial to R2, Medium Density Residential and C4 , Highway Commercial on the property located on the east side of Beach Boulevard south of Atlanta Avenue. 2 . 0 GENERAL INFORMATION : Zone Change No . 78-23 has been initiated in order to implement Area of Concern 2 . 2 of General Plan Amendment No . 78-1 . The subject property is located on the east side of Beach Boulevard south of Atlanta Avenue and extends to approximately 1980 feet south. Genera' Plan Amendment No. 78-1 was approved by the Planning Commission on August 1, 1978 and by the City Council on August 21 , 1978 . (See attached General Plan Map) . 3 . 0 SUMMARY OF ISSUES : All of the major issues regarding this zone change including land ownership, traffic and circulation , noise and environmental concerns were addressed in General Plan Amendment No . 78-1 , Area of Concern 2 . 2 . III � � Zone Change No. 78-2 3 Page Two 4 . 0 ENVTORNMENTAL STATUS : Environmental Impact Report No . 74-1 and Negative Declaration No . 78- 20 assessed the environmental effects of this zone change on the subject site and surrounding properties . The Planning Com- mission adopted Negative Declaration No. 78-20 at their August, 1 , 1.578 regular meeting. Therefore , no further environmental assess- ment is necessary for this zone change. 5. 0 SURROUNDING ZONING, LAND USE, GF.IERAL PLAN DESIGNATION: Zone Change No . 78-23 consists of two parcels contiguous to each other . Parcel 1 is the property that fronts on the east side of Beach Boulevard nest of the frontage road and extends from A;;1ant3 ;:venue, approx- imately 1500 feet south. Parcel 2 is the property that extends from the southern portion of parcel 1, approximately 500 feet south. Parcel 1 is presently zoned RA, Residential Agricultur-al while parcel 2 is presently zoned C4 , Highway Commercial . Both parcels are presently vacant of development . Parcel 1 has been redesignated as a result of General Plain (Amendment No. 78-1 to General Commercial while parcel 2 was redesignated to idedium Density Residential . The property located to the east of parcel l is zoned developed and designated on the General Plan as General. Commmercial . The property to the east of parcel 2 across the Flood Control Channel is zoned developed and designated on the General Plan as Medium-Fiigh Residential . The property located to the south of the subject site is presently vacant of development, zoned RA-0, Residential Agricultural combined with Oil Production and is designated on the General Plan as Planning Reserve . Properties located to the west of the subject- site, across Beach Boulevard, are zoned R2-PD to the north and RA and C3 to the south. This southern portion is presently developed as a mohi1ehome park. and is designated on the General Plan as Mixed Development, (Commercial) . The portion to the north is presently vacant of development but has been approved for a 368 unit condominium pr )ject . This parcel is designated on the General Plan as Medium Density Residential . 6.0 ANALYSIS : The following is an excerpt from the analysis section of General Plan Amendment No. 78-1 . Area of Concern 2 . 2 . "The Aren of Concern is located adjacent to planned or existing intensive land uses , near major transportation routes , and in proximity to commercial and other activity areas . It is also approximately 1/4 mile from the beach. These characteristics reflect the desirability of this prope.-ty for intensive uses slach as commercial or multi-family residential. These types of uses would also be compatible with the locational criteria found in the Land Use Element of the C.ity ' s General Plan .
