'Tentative' Tract 5664 was assessed for environmental effects by Environ-
mental Impact Report No. 74-3 and an addendum prepared to said report.
Both the Planning Commission and City Council approved Environmental
Impact Report 74-3 and its addendum as part of approval on Tract 5664 .

:5. 0 'SURROUNDING LAND USE, ZONING AND GENERAL PLAN DESIGNATION:
The.,subject property located northwest of the interse''tion of
Bus'hard and Prookhurst Streets is presently vacant of development.
However, a 63 lot single-family subdivision was approved on this
site in July, 1971. The property is designated on the Land Use
Element of the General Plan as Medium Density Residential .
Located to the north, the property is zoned, general planned and
- developed as low density residential. The property located to the
east, across Brookhurst Street is zoned M1-A, Restricted Manufacturing,
general planned Public, Quasi-Public Institutional and is developed
with a sewage treatment plant. Located to the southeast of the
subject property, across the Orange County Flood Control Channel
the property is zoned R-5 , Offi,-e Professional , designated on the
General Plan as Planning Reserve and is presently vacant of develou-
ment.
6 . 0 ANALYSIS :
The subject site was originally approved as a Medium tensity Planned
Residential development. This 160 unit planned development was
deniec? by the Coastal Commission . Therefore , the property owner
pursued a Low Density, 4 . 7 units per dross acre, single-family
subdivision. The Planning Commission on July 7 , 1977 approved
Tentative Tract 5G64 , a 'G3 lot subdivision . A cuncl:i tion of approval
of this tract was that the applicant file a request to rezone the
subject site from I12 to R1 . The condition was applied to the approval
to prevent future development: of rental units within this sintile-
family neighborhood.
