STATEMENT OF ISSUE :
Transmitted for your consideration is Zone Change No. 79-2 , a change
of zoning from R1 , row Density Residential, R2 , Medium Density Resi-
dential,
�and R3 , Medium fligh Density Residential to R3-18 , Medium
High Density Residential allowing 18 units per gross, acre .
RECOMMENDATION:
The Planning Commission and Planning staff recommend that the City
Council apprcve Zone Change No. 79--2 and adopt the attached ordinance.

FINDINGS:
1, The proposed R3-18 zoning is consistent with the City' s General
Plan any; compatible: with the surrounding existing and future
land uses.
2 . This proposed R3-18 zoning will not increase the total number of
units over what is permitted under the present zoning and/or
general plan deaignaticn.

Discussion :
This is a request to average two zoning designations in order to allow
a single project that will be developed over existing zoning boundaries
without requiring that specific areas within the project be higher
density than other areas of the project. The subject site is presently
in the following configuration regarding zoning and land use designa-
tions: The overall area of the subject zone change is 12 . 5 acres .
Seven acres are presently zoned R1 , but as a result of General Plan
Amendment 78--3, it is designated on the Land Use Element as mediunt
density residential and under R2 zoning would accommodate fifteen ( 15)
units per gross acre , approximately 166 units . 3. 75 acres of the
subject site are presently zoned R3 , which allows 25 units per gross
acre and , therefore , would accommodate approxitnaLely 94 units. The
remaining 1 . 7 acre parcel of land is presently zoned R2 , which would
allow under this zoning of 15 units per gross acre approximately 26
units. When all of the allowable Numbers of units are added and
divided by the total number of acres of the subject site ( 226 : 12. 5
acres = 18 units per gross acre) , the average acre yield is le units
per gross acre .
This averaging does not increase the total number of units that would
be allowed if the properties were developed individually under their
respective zoning designations. The averaging will allow for more
uniformity within a single development on the total site, and in addi-
tion will lessen the impact of that parcel that is presently zoned
R3 and is abutting property that is zoned and gjneral-planned low
density residential.
This averaging of densities for the subject site is not inconsistent
with the properties ' designations on the Land Use Element of the
General Plan, since the general plan designates the subject site as
a whole as both medium and high density residential with permitted
densities of both less than and more than 15 units per gross acre.
ENVIRONMENTAL STATUS :
The environmental effects of a portion of the proposed zone change
were addressed as part of EIR 77•-3 , prepared in conjunction with
General Plan Amendment No. 77--1 and adopted by the City Council on

August 1 , 1977. The remaining portion of this zone change is a re-
duction in the allowed number of dwelling units per gross acre from
25 units to 18 unfits . Therefore , this portion of the proposed zone
change will have a lesser environmental effect than if developed at
its present R3 zoning. The applicant will be required to file
environmental assessment for the entitlement of any future project
proposed on the subject site .
FUNDING SOURCE :
Not applicable.
ALTERNATIVE ACTION:
The City Council, may consider alternative land uses for the subject
property that would require a. revision to the Land Use Element, or
may rec►ttire that the applicant develop the property as presently
zoned without allowing for an averaging.

1 . 0 SUGGESTED ACTION :
The staff is recommending that the Planning Commission approve Zone
Change No . 79-2 , a request to change the zoning on a "'12-acre parcel
of land from RI , R2 , and R3 to R3--18 .
2 . 0 GENERAL INFORMATION :
Zane Change No. 79-2 is a request by the applicant to rezone 12 . 5 acres
of land located on the east side of Bolsa Chica Street, approxinwitely
665 feet south of warner Avenue. This request changes the zoning from
the existing zoninq of RI , Low Density Residential, R2 , )Tedium Density
Residential, and R3, Medium-High Density Residential to R3-18 , Medium-
High Density Residential allowing 18 units per gross acre. The appli-
cant has .requested this averaging of the three zonings in order to
allow him to develop a single project across the zoning boundaries but
would not exceed the overall average of these zoning designations .
3. 0 SUMMARY OF ISSUES:
Most of the major issues regarding this zone change, including land
use and ownership, traffic and circulation, noise and environmental
concerns were addressed in General Plan Amendment Ao. 78--3 , Area of
Concern 2. 1 . However, one issue that was not addressed under this
General Plan Amendment or subsequent General Plan Amendment was the
averaging of densities for two different land use designations.

4 . 0 ENVIRONMENTAL STATUS :
The environmental effects of a portion of the proposed zone change

August 1 , 1977 . The remaining portion of this zone change is a
reduction in the allowed number of dwelling units per gross acre
from 25 units to 18 units . Therefore , this portion of proposed
zone change will have a lesser environmental effect than if developed
at the present R3 zoning .
The applicant will be required to file environmental assessment for
the entitlement of any future project proposed on the subject site .
5 . 0 SURROUNDI'.JG ZONING, LAND USE , AND GENERAL PLAN DESIGNATION:
The subject property is located on the east side of Bolsa Chica
Street, approximately 665 feet south of Warner Avenue and is presently
vacant of development. The north seven acres of the subject site was
redesignated as part of Genera] Flan Amendment 78-3 from Low Density
to Medium Density Residential . it is presently zoned R1 . The south-
western 3-1/2 acres is presently zoned R3 and is designated on the
l General. Plan as !sigh Dc.nsi ty Residential . The southeastern 1 . 7
acres is presently zoned R2 and is also designated on the General
Plan as high Density Residential.
Properties to the north of the subject site :.:ere also included in
General Plan Amendment 78--3 for redesigation from LoV Density Resi-
dential to Medium Density Residential and subsequentlV have been
rer.oned to R2, Medium Density Residential . A few of these parcels
are developed with older single family resirential units . The property
located to the east of the subject site is zoned R2 developed with
multi-family residential units and designated on the General Plan
as Medium Density Residential . The property located south of the
subject site is presently vacant: of development, zoned R1 and
designated on the Land Use Element as Low Density Residential . The
property directly in front of the southern portion of this subject
site consists of approximately 3 acres and is presently developed orith
a Medium-high Density Multi-Family Residential Complex. This parcel
is designated on the Land Use Element as high Density Residential and
is zoned R3 . The properties across Bolsa Chica Street, to the west,
are zoned R3 designated on the General Plan as high Density Residential
• and is developed with a Medium-high Dr-,nsity Residential Complex .
6 . 0 ANALYSIS:
This request is to average two zoning designations in order to allow
a single project that will be developed over zoning boundaries without
requiring that specific areas within the project be higher density than

The site is broken do%..n in the following manner :
The overall area of the subject: zone change j s 15 . 5 acres .
7 acres is presently zoned Rl , but as a result: of General
Plan Amendment 78-3 , it is designated Medium Density Resi-
dential and under. R2 zoning would accommodate (1.5 units per
gross acre) approximately 1.0E units. 3 . 75 acres of the subject
site is presently zoned R3 , which allows 25 units per gross
acre and therefore, would accommodate approximately 94 units .
The remaining 1 . 7 acre parcel. of land is presently zoned R2 ,
would allow under this zoning of 15 units per gross acre
approximately 26 units . When all of the allowable number of

The applicant has requested that these three areas that are presently
separated by indiviJual zoning designations , be consolidated and

under their respecLi.ve zoni.ng designation . The averaging will allow
for more uniformity within a single development on the total site
and in addition will. lessen the impact of that parcel that is presently

This averaging of densities for the subject site .is rvt in-
consistent with the property ' s designation on the Land Use Element
of the General Plan since the General Plan designates the subject

In conclusion , the subie•,t zone change will not increase the overall den-
sity of that which is presently permitted under existing zoning and/or
General Plan Designations . Tho averaging in zonings will allow for
more uniformity in future development of the overall site and will.
lessen the impact of that parcel that is presently zoned R3 and abuts
property that is presently zoned and General Planned for. Single--Family
Development.
