ANALYSIS : i A22licant: Development Services Location: Southwest corner of Heil Avenue and Bolsa Chica Street. Request: Change of zoning from R2 , Medium Density Residential , to C4 , Highway Commercial District . Planning Commission Action on March 20 , 1979 : i ON MOTION BY BAZIL AND SECOND BY HIGGINS ZONE CHANGE NO. 79--3 WAS APPROVED WITH THE FOLLOWING FINDINGS BY THE FOLLOWING VOTE: FINDINGS: 1. The zone change is compatible with surrounding land uses. 2. DISCUSSION: On March 19 , 1979 , the City Council as part of General Plan Amendment 79-1A redesignated the subject site from Medium Density Residential to General Commercial. The proposed zone change will bring zoning on the site into conformity with the adopted General Plan land use designation. The site is surrounded by existing neighborhood commercial uses to the north and east, vacant medium density property to the west, and single- family residential development to the south. As indicated in the analysis for General Plan Amendment No. 79--1A, the site is located at the intersection of a. major arterial (eolsa Chica Street) and a secondary arterial (Heil Avenue) , and is a suitable location for a small neighborhood shopping center. A commercial center on the site will buffer any future residential uses to the crest from traffic noise impacts along balsa Chica Street . The market analysis presented in General Plan Amendment No. 79-1A revealed that the existing support for neighborhood uses in the area surrounding this site is only slightly greater than the existing supply. However, con- tinuing residential development in this area of Huntington Beach will create additional new support for neighborhood commercial uses . ENVIRONMENTAL STATUS: The environmental effects of the proposal were considered under Negative Declaration No . 78-110 . No Further action is necessary . FUNDING SOURCE: Not applicable. As of the writing of tnis Staff Report , the City Council has not acted upon General Plan Amendemtn 79-1A. The general plan amendment is scheduled for Council consideration on March 19 , 1979 . Assuming the Planning Commmissior- s recommendation on the general plan amendment is approved by the My Council , the subject zone change will bring zoning on the site into confomrity with the adopted General Plan land use designation.
