STATEMENT OF ISSUE:
Transmitted for vour consideration is Zone Change No. 80-31 a
recommendation by the Planning Commission and Staff to amend the
Sectional niEtY-ict Map on property located at: the northeast corner
of Springdale Street: and Warner Avenue; to include a 50 ' foot setback
requirement. The C q property is currently coned C-4 Highway Commercial .
RECOMMENDATION:
' The Planning Commission and Staff recommends that the City Council
approve zone Change No. 80-3 , a request to amend the DistrictMap
on 1.t3 acres of property to include a 50 ' font setback on the east
.sale cat Springdale Street and the north sack of Warner Avenue .

DISCUSSION:
`R.
The recommended 50 ' foot setback requirement to the subject property
is consistent with general policy of requiring the 50 ' foot setback
on all comme:ccial properties abutting major streets and arterial high
-ways . Although the .setback requirement was inadvertently omitted from
the initial zone change approval in August of 1978 , the consensus of
the Planning Commission and Staff was to require a 50 ' foot setback
on the north side of Warner Avenue and the east side of Springdale
Street. The Planning Commission and Staff feel that the addition of
the 301 foot setback requirement is necessary in keening with the
curre,Zt policy and will vesul.t in a more uniform development of the
subject site. A 50 ' foot setback is currently required or: the adjacent
three corners.
ENVIRONMENTAL STATUS :
Zone Change No. 80-3 is exempt from CCQA requirements , and no
` environmental assessment is required at this time.

The City Council of the City of Huntington Beach does
'. ordain as follows:
SECTION 1 . Huntington Beach Ordinance Code Section 9061 ,
District Map 25 thereof , is hereby amended to require a fifty
. ( 50 ) foot setback on the northeast corner of Warner Avenue
and Springdale Street , as shown on Exhibit A attached hereto
and by this reference made a part hereof.
SECTION 2. This ordinance shall take effect thirty days
after its adoption . The City Clerk shall certify to the pasF
of this ordinance and cause name to be publishes} within fift,. ,a
days alter adoption in the HuntlnE;ton }leach Indc;pendelt , a news—
paper of general circulation .
