Amendment 80.--1 . The subject pro rty consists of 11 . 01 acres of land
i ,and is composed of approximately 425 40! by 25 toot lots . A significant
ssue identi.fi.cd ill
the Gcrieral Plan knendment involved the fragmented
ownership. within the subject area . Some consolidation has taken place;
however, the area . of concern still pos.3esses serious problems relating
to ownership patterns . It is because of this ownership problem that the
Ti staff has proposed the "Q` prefix to allow the application of several
conditions minimizing land use incompatibilities .

The-major issue of concern regarding Zone Change 80-9 .is .whether the
proposed zoning will be compatible with the surrounding area
4 .0 ENVIRON: ENTAL STATUS:
` Assessment of the potential environmental impacts resulting from a
Chang' e` to Medium Density on the site was presented in EIR 79-5. The
final ZIR has been certified as being adequate by both the Pianning
Contmission and: the City Council.. No additional environmental assess-
ment is 'necessary.
'5. 0 SURROUNDING LAND USE, 'LOVING, AND GENERAL PLAN DESIGNATION:
The properties to the north are zoned R-2 and R-5 and are develoued
with the Residential and Office Profession-11 uses. To the
south are properties zoned R-1, end C-4 . A 62 unit planned develop-
menu is now under construction on the R-1 property while the C-4
property is presently vacant . The properties to the west are zoned
Ml-A and are presently vacant. To the east is C-4 property which is
developed with a commercial shopping center . property to the north
is general. planned Medium Density. Property to the south is general
planned General Industrial and Low Density. Property to the west is
general planned General industrial and proper ty to the: east is general
planned General Commercial.
