The applicant' s , request for ROS zoning is to facilitate the development of a complete family recreation center on the site. As indicated 'in the attacbied letter (dated March 25, 1981) the proposed facility Mould include two 18-hole miniature golf courses, a bumper boat pond, and an outdoor roller rink and two arcades with accompanying snack bars. Under the ROS zoning, any specific development pro- posal of this type would be subject to the granting of a conditional use permit by the Planning Commission. The :,ite is presently designated General Cc�nmercial in the General Plan Land Use Element. In the staff ' s analysis prevented to the Planning Commission, it was indicated that the current R1 zoning is inconsistent- with the General Commercial designation in the Land Use Element. After reviewing the pro-lect, and entertaining . testimony, it was the. Planning Commission s position that although the present R1 zoning is both an undesirable designation for the property and inconsistent with the General Plan, the uses per-. mitted under the RCS designation would not be compatible with the surrounding areas .
