The .applicant has requested the zone change for reasons stated in. the attached letter dated April 24, 1981. on December 16, 1980, the Planning Commission appx.n ed Condl :ional Use Permit No. 79--23 :and Tentative Tract No. 10853 i or development of a 224 unit condominium project on the site. The P1 finning Commission' s decision was appealed to the City Council and upheld by the Council on January 19, 1981 .
