on Florida Street. The R2 smite is proposed to be developed as art
apartment complex for persons who work for t:e Wycliffe Bible
Translating organization. The applicant has requested that 15 , 000
square feet of the C4 parcel be rezoned from C4 to R2 in order to
have adequate . square footage to increase the number of apartments
from 22, which would be permitted on the existing R2 parcel, to
2E1 , which would be allowed if the proposed zone change is approved.
The applicant has indicated that 28 units are the minimum needed
for required housing for the bible translating facility. The sub--

40ENVIRONMENTAL STATUS:
On..October' 3, 1980, the applicant submitted a environmental information
form,-addressing a proposed apartment complex on F. residential portion
of the property and a . proposed motel complexion the commercial
portion of the property. This environmental information form also
addressed the proposed zone change and the total number of units for
' the apartment complex and the motel complex. A draft negative declaration
was published in the Huntington Beach Independent and posted in the office .
of the City Clerk for a ten day public review period ending on November
3, 1980. No comments, either in writing, , or oral were submitted on the
draft negative declaration. On April 290 1981 , the board of Zoning
Adjustments determined that t'ie total project as descrit-ed in the
environmental information form would not have a significant effect on
the environment . A negative declaration was prepared for this project
pursuant to the provisions in CEr)A and specific mitigating measures
have been transmitted to the Hoard of Zoning Adjustments which will be
included in the conditions of approval. for both the proposed motel and
apartment complexes. A cony of the memo from the Environmental Resource
Section and the suggested mitigating rneasutes have been attached to the
staff report.

As depicted in the attached site plan, the area of the proposed zone
change will be ttilized as a greenbelt buffrer between the proposed
motel 'complex 'and the proposed apartment complex. No dwelling will
be built on subject property. This property will also provide a
j4 transition between the proposed apartments and motel and will serve as
a picnic and play area for the entire Wycliffe project. on April 29,

the commercial property be consolidated via a parcel map. This will
prevent the residential portion from being sold off separately without
