This environmental information form also addressed the proposed zone change and the total number of units for ' the apartment complex and the motel complex. A draft negative declaration was published in the Huntington Beach Independent and posted in the office . of the City Clerk for a ten day public review period ending on November 3, 1980. No comments, either in writing, , or oral were submitted on the draft negative declaration. On April 290 1981 , the board of Zoning Adjustments determined that t'ie total project as descrit-ed in the environmental information form would not have a significant effect on the environment . A negative declaration was prepared for this project pursuant to the provisions in CEr)A and specific mitigating measures have been transmitted to the Hoard of Zoning Adjustments which will be included in the conditions of approval. for both the proposed motel and apartment complexes.
