STATEMENT OF ISSUE:
Transmitted for your consideration is Zone Change No. 33-9, a
request to permit an expansion of the permitted uses within the
existing (Q) C4 , Highway Commercial District to allow a "Fisherman' s
Supply Center" on property generally located on '.he southwest corner
of Warner Avenue and A" Street.
RECOMMENDATION :
The Planning Commission and staff recommend that the City Coy--ncil
approve Zone Change No. 83-9 by adopting the attached ordinance .

DISCUSSION:

The applicant is requesting an expansion of the existing (0) C4 zoning
to allow a "Fisherman' s Supply Center" as a pe; mitted use on the subject
propert 'i . If Zone Change do . 83-9 is approve3 by the Planning Commission
and City Council , the applicant intends to construct a one-story, 3 , OOO
square foot building on the subject property For the "Fisherman ' s Supply
Center" . If approved , the applicant also intends to design the structure
with an architectural theme to blend in with the existing residences on
"A" Street . The "Fisherman' s Supply Center" , according to the applicant,
will serge a high--caliber clientele of boat owners and yachtsmen and is
not intended to be a fishing rod and tackle store for local fishermen.
At the September 7 , 1983 , Planning Commission meeting , the Planning Com-
mission approved Zone Change No. 83-9 as req.ested by the applican�,
and also added one additional condition of approval. The added condition
Iimits .the maximum building size that may be constructed on the property
to 3, 000 square feet . In its discussion of Zone Change No. 83-9 , it was
the concern of the Planning Commission that i building larger than 3 , 000
square feet would generate excessive traffic that would be detrimental
to residents living on "A" Street. Attached for the Council ' s review
is a revis%d ordinance which includes the condition limiting the maximum
building size to 3 , 000 square feet.
At 'the September 7, 1983 Planning Commission meeting, the staff reconunended
that the Planning Commission deny Zone Change No. 83-9 because the appli-
cant failed to supply staff with a Traffic Study supporting the applicant's
contention that a "Fisherman ' s Supply Center" would generate approximately
the same amount of traffic as an office use on the subject property . Since
September 7, 1963 , the applicant has provided staff with the Traffic Study,
and based on the information contained within this report, the staff is
now recommending approval of Zone Change No. 83-9 . The Traffic Study is
attached for the Council ' s review.
ENVIRONAiEN'iAL STATUS :
Pursuant to the environmental regulations in effect at this time , - the
Department of Development Services posted draft Negative Declaration
No. 03--28 for ten (10) days and no comments either verbal or written
were received. On September 7, 1983 , the Planning Commission voted to
recommend approval of Negative Declaration No . 83--28 by the City Council.
Prior to action on Zone Change No. 83--9, it is necessary for the City
Council to review and adopt Negative Declaration No. 83-28 .

At your request , we have observed the operations of the Fishermen ' s
Supply Center at 1818 Palm Avenue in the City of San Diego. This
location on Palm Averse (State Route 75 ) is on a direct route to
many popular Pacific Ocean fishing spolLs . The City of Imperial
Peach Municipal Fishing Pier is slightly over three miles from the
business location. (See attached plat. )
The Supply Center is a neat, well run facility providing 100%
customer parking on-site and primarily caters only to boat owners
and sports fishermen .
Sales fluctuate with the volume of the local fish catch of course ,
which has been extremely high lately due to the unusually warm
waters attracting a variety of fish not usually taker_ off San Diego.
Fishing enthusiasm has been at an all time high because of this
condition.
On Friday, August 26th, 1983 , we counted the number cf vehicles
visiting the store. On this particular day , a Friday befc -e a
promising fishing weekend , we anticipated a heavy sales volume and �
resultant vehicle trip generation.
This particular day appeared to be one of the worst that could be
expecl:ed from a traffic standpoint because of Blood Fishing conditions
and e_ccellent weather predictions.
The following table shows the number of shoppers ' vehicles visiting
the store by 30 minute intervals:

The parking lot was fenced and the vehicles used by shoppers could
be easily determined which assured an accurate court.
An analysis shows that the peak business periods and resultant
vehicle trips occurred over trc goon period and between 1 -00 and
1800.
As mentioned, these conditions will fluctuate with fishing conditions.
At resent the are probably at a peak and an changes should result

in a decreas<< in the figures shown in the traffic count table.
Your proposed development in Huntington Beach should attract the
same type of clientele as the San Diego facility and generate
proportionally the same t::aff. ic volumes .
The 600 diagional parking with one-way traffic (no egress to "A"
Street) is convenient and a definite safety asset . I don' t see, any
problems from a traffic standpoint with your proposal .

requested by the applicant, and also approved a maximum building size of 3,000 sq. ft.
for the subject property.
Negative Declaration No. 83-28 will also be considered in conjunction with said
Zone Case.
