STATEMENT OF ISSUE :
Zone Change No. 84-13 is one of the last two zone changes which will
bring the City' s zoning into conformance with the certified Coastal. Land
Use Plan. It would change the zoning on le. 71 acres located at the
southeast corner of Los Pa~cs Avenue and Solsa Chi ca Street from RI-CZ ,
Low Density Residential, Coastal Zone to RA-CZ, Residential Agriculturpl ,
Coastal Zone.

84-33 WAS APPROVED AND RECOMMENDED TO TBE CITY COUNCIL FOR ADOPTION

ANALYSIS t
P, temporary horse stable has been in operation since 1966 on about g
acres of the subject property and on adjacent county territory. In 1981,
a C.U .P. for expansion of the stable fncili►ty was approvA by the City.
The stable would be 0 compatible use with the proposed RA zoninq and is a
permitted use £n any :oninq distri;;t subject to a conditional use permit.
Tht., subject property contains a grove of tucalklPtua trects along the
eastern boundary of the arts proposed to be rezoned. Siren the property
is ad jk:,�*nt to the Sole& Chita, the trees provide a refuge area for the
birds that. forage in the lowland. The City ' s Coastal Eltaent identifi*&

this grove and the bluff area as a sensitive scenic area , and it was
designated for a passive recreation use in the Land Use Plan. The City' s
certified Coastal Land Use Plan is the general plan for the coastal :cones
therefore, the existing zoning is not in conformance with the general
plan. The proposed zone change to RA , Residential Agricultural , would be
a compatible zoning district and would bring the zoning into conformance
with the Land Use Plan and allow the City to become certified and assume
Its coastal permitting authority.

Actions and programE necessary to implement h Local Coastal Plan are
exempt under Section 21080 .9 of the California Environmental Quality Act.
FUNDING SOURCE :
None needed.
ALTERNATIVE ACTIONS :
1. Do not approve Zone Change 84 - 13 . In this case, the California
Coastal Commission c.:uld not certify the City' s Local Coastal
Program.
2. Adopt a different zoning for the subject property to bring it Into
conformance with the adopted band Use Plan.

5.0 ISSUES AND ANALYSIS:
A temporary horse stable has been in operation Since 1966 on about 4
acres of the subject property and on adjacent co%3nty territoty. In
1.981, a CUP for expan3 ion of the stable facility was approved by the
City. The stable would be a compatible use with the proposed RA zoning
and is a permitted use in any zoning district subject to a conditional
use permit.
The subject property contains a grove of eucalyptus trees along the
eastern boundary of the area proposed to be rezoned. Since the
property is adjacent to the Balsa Ch ica, the trees provide a refuge
area for the birds that forage in the 1.owland . The City' s Coastal
Eleoent identifies this grove and the bluff are& as a sensitive scenic
area, and it was designated for a passive recreation use in the Land
Use Plan. The City ' s certified Coastal Land Use Plan in the general
plan for the coastal zone; therefore, the existing xoninq is not itt
conformance with the general plan . The proposed zone change to HAf
Residential Agricultiralt :mould be a compatible zoning district, and
would brinq the zoning into oonforaance with the Land Use Plan and
allow the City to become certified and assume its coastal pe-Mitti nq
