STATEMENT OF I "SUE :
On November 5, 1985, the City Council airectea staff to purnue
acquisition of the site at the northeast carnet' of Goldenwest Stratet
and Ellis Avenue and proceed with a chanye Of zone in order to briny
it into conformance with the general plan and with the Huntington
Central Park Faster Pia;.. The current Light Indutitrial zoni'ag is
Incompatible with the area and inconsistent with the Ger.eral Plan.
The change of Tone Will proviae a transition between existing use ana
possible development to other pore intense uses.
PLANNING COMMIGSION ACTION AND RECOMMENDA.TICiN:
Thr: Planning Commisslon hela a public hearing on the proposeo zone

ANALYSIS :
The proposed zoning of Residential Agriculture-Civic District is
consistent with the General Open Space Designation of the Land Use
Element of the General Plan . The: Residential Agriculture District
permits very low oenisity residential uses at one dwelling unit per acre .
The RA designation is currently the zoning tar the surrouncAng properties
in the area . Zone Change No . 84-20 will eliminate the small parcel zoned
Light Industrial at the nort61,east corner of Gokaenwest Street ano E1lis
Avenue which is incompatible with the General Plan , and with the rity 's

received . The start , in its initial study of the protect , has
recoa►m4naed that a negative aeclaration be issuea for the protect . Prior
to any action on the zone change, it will be necessary for the city
Council to act on the negative aeclaration.

2 .0 GLNENAL, I Nf ORMAZ ION :
on November 5, 19b5, the City Council directea staff to pursue
acquiring property for a proposed mobilehome park in the vicinity of
the existing mushroom Earn► ana to proceed with rezoning property not
in conformance with the general plan designation or with the
Huntington Central Park Master Plan . The minutes state that it the
land could not be purchased far the mobilehome park that it be
designated as pact of the park rather than to have it develop as any
more intensive type of use . Whether or not the mobilehome park is
developed, the current Light Industrial zoning is incompatible and
inconsistent .
The Planning Commission public hearing this evening is the first stop
in responding to the Councils request .

The RA designation is currently the zoning for the surrounding properties
in the area . Zone Change Ho. b4-20 will eliminate the small parcel zoned
Light industrial at the northeast corner of Goldenwest Street ano E11in
Avenue which is incompatible with the General Plan, and with the City 's
objective of expanding open space provided in the the Goldenwest/Ellis
area for the entire community .
5. 0 RECOMMENDATION:
Staff recommenas that the Planning Commission recommend approval to the
City Council of Zone Change t:o . 84-20 with the findings outlined below:
Findings :
1 . A change of zone from Ml-CD ( Light Industrial combined with
Civic District ) to RA-CD (Residential Agriculture combined
with Civic District ) will be compatible with surrounding land
uses .
2 . The Land Use element of the General Elan designates the
property as General Open Space, which is consistent with the
zone designation of RA-CD.

The City Administrator informed Council that they had been provided with a
copy of a communication from his office dated November 2, 1964 reSardivig the
proposed Mobi l.ohose/Rec rea t iona 1 Vehicle Park and Central Park Expansion
Project .
Following discusaion, a motion was made by Pattinson, seconded by MacAllister,
to start negotiations with SbE to try and acquire this portion of the mushroom
farce property in the best way possible for the proposed siobilehose park. The
.motion carried by the following roll call vote :
AYES : Pattinson, MacAllister, Thoo(as , Kelly , Finley, Bailey
NOES : Mand is
ABSENT: None
Councilman Pattinson left the meeting at 12: 15 A.M.
A motion was made by Kelly, seconded by Finley, to invite womb re of the
Community Services Coeeeaission, per their letter of request , to Mork jointly in
the final master planning of that portion of Huntington Central Park
pertaining to the proposed wobilehone shelter/recreational vehicle facility.
The notion carried by the following roll call vote :
AYES: MacAllister, Thomas, Kelly, Finleys bailer, K.andic

A notion was made by Thomas, seconded by MacAllister, to direct that if land
cannot be purchased for the mobilehone park that Council intends to have the
bend designated as part of Huntington Central Pack/racreat ions l vehicla/open
space rather than to have it be developed for Single Family Residential or any
other type of use; and to bring that toning of the property into conformance
with the General Plan. The motion carried by the following roll call vote :

WHEREAS , pursuant to state Planning anti Zoning Law, the
Huntington Reach Planning Commission and Huntington Reach City
Council have had separate public hearings relative to Zone Cane
No. R4- 20 wherein both bodies have carefully considered all in-
formation presented at said hearings, and after clue consideration
of the f indinq n and recommendation of the Planning Commisn. ion and
all evidence presented to said Citv Council , the City Council
finds that such zone change is proper , and consistent with the
general plan ,
NOW , THEREFORE . the City Council of the City of fluntington
Beach does ordain aE follows :
SE'.CTTON 1 . The f.-+l towinq described real property, generally
located at the northeast corner of Goldenwest Street and Ellis
Avenue , is hereby chanq•!d from M1-CD, "Light Industrial District , "
combined with civic district suffix , to RA-CD, "Residential
Agriculture District , " combined with civic district suffix :
The southwest quarter of the southwest quarter of
the northwest quarter (except the r,�.yr ;-h 85 feet
of :he west 115 feet) in Section 35, T )wnship 5
South , Range 11 West . This parcel is also known
as Assessor ' s Parcel 111-071-25.
SECTION 2 . Section 9061 of the Huntinqton Reach Ordinance
Corte , District Map 39 (Sectional District Map 35-5-1.1) is hereby
amended to reflect the change contained in this ordinance and on

the map attached hereto. The Director of Development Servicex is
hereby directed to prepare and file, an amended map. A copy of
said district map, as amended , shall h,,! available for inspection
in the office of the C; y Clerk .
SECTION 3 . This ordinance shall take effect thirty clays after
its passage.

NOTICE IS HEREBY GIVEN thst a public hearing will be h*ld by the City
Council of the City of Huntington Beach, in the Council Chamber of the Civic
Center, Huntington Beach, at the hour of 7:30 P.M. , or as soon thereafter as
possible an Monday, the 18th day of March, 1985, for the ptirpose of considering
a change of zone from HI-CD ( Light Industvial-Civic District ) to RA-CD
(Residential Agriculture-Civic District ) on a 1.89 acre site at the northeast
corner of Coldeittrest Street and Ellis Avenue.
