AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING

WHEREAS, pursuant to State Planning and Zoning Law, the
Huntington Beach Planning Commission and Huntington Beach City
Council have held separate public hearings relative to Zone Change
No . 89-4 , wherein both bodies have carefully considered all
information presented at said hearings , and after due consideration
of the findings and recommendations of the Planning Commission and
all evidence presented to City Council, the City Council finds that
Zone Change No . 89-4 is proper and consistent with the General Plan.
NOW, THEREFORE, the City Council of the City of Huntington
Beach does ordain to amend Section 9061 of the Ordinance Code as
follows :
SECTION 1 . The following described real property shall be
rezoned from Qualified Oldtown Specific Plan District 2 , combined
with oil production to Qualified Oldtown Specific Plan District 2 :
Lot 24 of Tract No . 10226 as shown on a map recorded in Book 433 ,
Pages 20 and 21 , Miscellaneous Maps , Records of Orange County.
SECTION 2 . The Community Development Director is hereby
directed to amend District Map No . 12 (Sectional District Map
11-6-11) to reflect Zone Change No. 89-4 , - described in Section 1
hereof . Copies of said District Maps, as amended hereby, are
I j available for inspection in the Office of the City Clerk.

SECTION 3 . This ordinance shall take effect thirty days
after its adoption.

STATEMENT OF ISSUE'
Transmitted for your consideration are two Zone Changes, No. 89-3
and No. 89-4, both of which would remove the -0 zoning suffix
(combined with oil production) from existing single family
residential lots in the Oldtown area . The Zone Changes are
presented here concurrently because of their similarity and
proximity to one another. The -0 Zoning suffixes are no longed
necessary because all the lots in question have been developed�-&iQi
single family homes in accordance with the Oldtown Specific P1
standards .

The subject lots are located within Tract 10226, which was rezoned
from office and commercial zoning to (Q) Oldtown Specific Plan
District 2 in 1977. In 1978, the -O (Oil Production) suffix was
added to twelve lots so that the existing oil facilities could be
continued in conjunction with the surrounding residential
development. The oil facilities have since been removed, and the
lots developed with single family homes in accordance with the base
zone of Oldtown Specific Plan. It is now appropriate to remove the
-O suffix.
ENVIRONMENTAL STATUS:
Pursuant to the environmental regulations in effect at this time,
the Department of Community Development published Draft Negative
Declaration No. 89-21 and Draft Negative Declaration No. 89-37 a
minimum of ten days prior to the respective public hearings, and no
comments, either verbal or written were received.

declarations be issued. Prior to any action on Zone Change No.

Applicant: City of Huntington Beach
Request: To remove the "0" (combined with oil production) zoning suffix from
nine parcels located in an existing housing development.
Location: Four of the parcels are located on Oceanhill Drive approximately 600
feet west of Beach Boulevard and 160 feet south of Adams Avenue. The
remaining five parcels are located on Lakeside Lane, adjacent to or
across Lakeside from Beach Boulevard, approximately 340 feet south of
Adams Avenue.
Background
Staff has reviewed the environmental information form noted above and has determined
that a negative declaration may be filed for the project. In view of this, a draft negative
declaration was prepared and was published in the Daily Pilot and posted in the Office of
the City Clerk for a ten (10) day public review period commencing August 4, 1989 and
ending August 14, 1989. If any comments regarding the draft negative declaration are
received, you will be notified immediately.
Recommendation
The Environmental Resources Section recommends that the Planning Commission approve
Negative Declaration No. 89-21 finding that the proposed project will not have a
significant adverse effect on the environment.

Notice is hereby given by the Department of Community Development, Environmental
Resources Section of the City of Huntington Beach that the following Draft Negative
Declaration requests have been prepared and will be submitted to the City Planning
Commission for their consideration on August 15th, 1989. The Draft Negative
Declarations will be available for public review and comment for ten (10) days
commencing August 4th, 1989.
Draft Negative Declaration No. 89-18 (in conjunction with Use Permit No. 89-30) is a
request to amend the McDonnell Douglas Master Plan for the site located at 5301 Bolsa
Avenue. The request includes construction of six buildings, including an outdoor storage
area, totalling approximately 72,000 square feet. The site for the proposed buildings is a
3.6 acre area in the northwest corner of the 260 acre site comprising the McDonnell
Douglas complex. The site is located on the northeast corner of Bolsa Chica Street and
Bolsa Avenue. The current zoning for the project site is MI-A (Light Industrial) and the
site is designated as General Industrial in the City's General Plan. The proposal is in
conformance with both the current zoning and general plan designation for the site.
Draft Negative Declaration No. 89-21 (in conjunction with Zone Change No. 89-3) is a
request to remove the "O" (combined with oil production) zoning suffix from nine parcels
located in an existing housing development. Four of the parcels are located on Oceanhill
Drive approximately 600 feet west of Beach Boulevard and 160 feet south of Adams
Avenue. The remaining five parcels are located on Lakeside Lane, adjacent to or across
Lakeside from Beach Boulevard, approximately 340 feet south of Adams Avenue. The
sites are zoned OTSP-2-0 (Oldtown Specific Plan - District 2 - combined with oil
production) and the general plan designation is medium density residential. The proposal
is consistent with the general plan and would constitute a change to the zoning.
Draft Negative Declaration No. 89-24 (in conjunction with Code Amendments No. 89-9
and 10) is a request to amend revise, and clarify Articles 972 and 985 of the Huntington
Beach Ordinance Code. Revisions to Article 972, Environmental Regulations, are
intended to revise and clarify the membership and duties of the Environmental Review
Committee and the actions required of the City for compliance with the California
Environmental Quality Act. Revisions to Article 985, Design Review Board, are intended
to bring the Ordinance Code into conformance with the policy of the City Council; the
duties and membership of the Design Review Board have been amended. Other minor
revision and clarifications of the Code Sections are included. Articles 972 and 985
effect projects throughout the City.

continued in conjunction with the surrounding residential
development . The oil facilities have since been removed, and the
lots developed with single family homes in accordance with the base
zone of Oldtown Specific Plan. It is now appropriate to remove the
-0 suffix.
On September 6, 1989 , the Planning Commission approved Zone Change
