On September 6, 1989 , the Planning Commission approved a similar request to remove the -0 (combined with oil) suffix on eleven (11) residential lots in the Oldtown area . The subject parcel at 817 Oceanhill should also have the -0 suffix removed from the zoning since it has been developed with a single family home, and oil production no longer exists on the lot . The staff, in its initial study of the project, has recommended that a negative declaration be issued. Prior to any action on Zone Change No . 89-4 , it is necessary for the Planning Commission to review and act on Negative Declaration No . 89-37 . 5 . 0 COASTAL STATUS: Not applicable. 6 . 0 REDEVELOPMENT STATUS: Not applicable. 7 . 0 SPECIFIC PLAN: The subject site is within the Oldtown Specific Plan area . 8 . 0 SUBDIVISION COMMITTEE: Not applicable. 9 . 0 ISSUES AND ANALYSIS: The subject lot is located within Tract 10226, which was rezoned from office and commercial zoning to (Q)Oldtown Specific Plan- District 2 in 1977 . In 1978, the -0 (Oil Production) suffix was added to several lots so that the existing oil facilities could be continued in conjunction with the surrounding residential development . The oil facilities have since been removed, and the lots developed with single family homes in accordance with the base zone of Oldtown Specific Plan. It is now appropriate to remove the -0 suffix. On September 6, 1989 , the Planning Commission approved Zone Change No . 89-3 to remove the -0 suffix from eleven (11) such lots . The subject lot at 817 Oceanhill has also been developed as a single family home, and should also have the -0 suffix removed. Should the Planning Commission approve this request, Zone Change Nos . 89-3 and 89-4 will be presented to the City Council concurrently. Staff Report - 10/17/89 -2- (3820d) 10 . 0 RECOMMENDATION: Staff recommends that the Planning Commission approve Negative Declaration No . 89-37 and Zone Change No . 89-4 with the following findings and forward to City Council for adoption. FINDINGS FOR APPROVAL: 1 . The proposed zone change from (Q)OTSP-2-0 (Qualified-Oldtown Specific Plan District 2-Combined with Oil) to (Q)OTSP-2 (Qualified-Oldtown Specific Plan District 2) does conform with the Land Use Element of the General Plan. 2 . The proposed zone change from (Q)OTSP-2-0 (Qualified-Oldtown Specific Plan District 2-Combined with Oil) to (Q)OTSP-2 (Qualified-Oldtown Specific Plan District 2) is consistent with surrounding single family residential land uses . 11 . 0 ALTERNATIVE ACTION: The Planning Commission may deny Zone Change No . 89-4 with findings .
