The Mayor announced that this was the day and hour set for a public hearing to consider
the following:
APPLICATION NUMBER: Zone Change No. 93-2

LOCATION: Approximately 5.7 acres along the southern edge of the Holly Seacliff
Specific Plan located south of Garfield Avenue between Seapoint Street and Goldenwest
Street.
ZONE: Holly Seacliff Specific Plan/Recreational Open Space/High Density Residential
REQUEST: Rezone various areas from Residential to Open Space and from Open Space
to Residential, Net 5.51 acre increase in Open Space.
ENVIRONMENTAL STATUS: Categorically exempt pursuant to City Council Resolution
No. 4501, Class 20 which supplements California Environmental Quality Act.
COASTAL STATUS: This project will result in an amendment to the City's Certified Local
Coastal Program which is subject to the approval by the California Coastal Commission

A motion was made by Winchell, seconded by Silva, to approve Zone Change No. 93-2
with findings as outlined in the March 15, 1994 Planning Commission Staff Report and to
approve introduction, after reading by title, of Ordinance No. 3243 - "AN ORDINANCE OF
THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH
ORDINANCE CODE BY AMENDING DISTRICT MAP 3 TO REZONE VARIOUS AREAS
FROM RESIDENTIAL TO OPEN SPACE AND OPEN SPACE TO RESIDENTIAL ALONG
THE SOUTHERN EDGE OF THE HOLLY-SEACLIFF SPECIFIC PLAN ZONE CHANGE
NO. 93-2." The motion carried by the following roll call vote:

FINDINGS FOR APPROVAL -ZONE CHANGE NO. 93-2
1. Zone Change No. 93-2 for the redesignation of 27 areas totaling 5.7 acres is consistent
with the City's Land Use Element of the General Plan by conforming to the policy of
retaining recreational open space. The proposed zone change will result in a net gain
of 5.4 acres of open space zoning adjacent to the Seacliff Golf Course.
2. Zone Change No. 93-2 will reconcile a mix of remnant zoning classifications adjacent to
the southern edge of the Holly-Seacliff Specific Plan and will create a precise boundary
between recreational open space land uses and future residential land uses.
3. Zone Change No. 93-2 is in conformance with the City's Land Use Plan designations of
Low Density Residential and Recreational Open Space because each area rezoned
from recreational open space to residential are less then 1.0 acre in size and the areas
rezoned from residential to recreational open space are contiguous to an area zoned
recreational open space which is greater than 20 acres in size. This is based upon the
parcel size criteria denoted in the General Plan.
Mayor Moulton-Patterson adjourned the regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach.

NO. 93-2 AND CODE AMENDMENT NO. 93-10 (450.30)
The City Clerk presented a communication from the City Administrator transmitting
Resolution No. 6613 adopting Local Coastal Program Amendment No. 94-1 which will
incorporate Zone Change No. 93-2 and Code Amendment No. 93-10 into the City's
certified Local Coastal Program. Local Coastal Program Amendment No. 94-1 will be
transmitted to the California Coastal Commission for final approval.
The Community Development Director presented a staff report.
A motion was made by Sullivan, seconded by Winchell, to adopt Resolution No. 6613 and
transmit said resolution to the California Coastal Commission for final approval - "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
ADOPTING LOCAL COASTAL PROGRAM AMENDMENT NO. 94-1 (CODE
AMENDMENT 93-10; ZONE CHANGE 93-2) AND REQUESTING ITS CERTIFICATION BY
THE CALIFORNIA COASTAL COMMISSION."
Councilmember Winchell stated that the information contained in the council packet
reflects the footage that is incorrect.
The Community Development Director responded that the correct ordinance would be
transmitted to the California Coastal Commission.
Councilmember Winchell amended the motion to reflect Amended Ordinance No. 3243
dated July 15, 1994.

Transmitted for City Council consideration is Zone Change No. 93-2 which is a request by
Seacliff Partners to rezone approximately 5.51 acres from residential to open space, .I I acres
/ from open space to residential and .08 acres from high density residential to low density
residential for a total of 5.7 acres. The zone change will reconcile various zoning areas and will
create a precise zoning boundary between the existing Seacliff Golf Course and Tentative Tract
No. 14700. Staff supports the request because it is consistent with the City's General Plan and the
zone change will result in a net increase of 5.4 acres of open space zoning.

ANALYSIS:
Zone Change No. 93-2 is a request by Seacliff Partners to rezone 27 areas totaling 5.7 acres along
the southern edge of the Holly Seacliff Specific Plan(see attachment 2). The zone change request
results in a total of 5.51 acres rezoned from residential to recreational open space, .11 acres
recreational open space to residential and .08 acres from high density residential to low
densityresidential. The rezone request will result in a net gain of area rezoned to recreational
open space.
When the Holly Seacliff Specific Plan was adopted by the City Council on April 20, 1992, an
array of zoning designations were replaced with the Holly Seacliff Specific Plan. After a legal
description for the Specific Plan was transferred to the City's official zoning district maps, small
areas of former zoning designations (R4-01, R4-0, R4-0-CZ) remained between the Specific Plan
boundary and the existing Recreational Open Space zoning (Seacliff Golf Course). Furthermore,
the boundaries for Tentative Tract No. 14700 overlap some of the former zoning designations and
recede from the established Specific Plan boundary. This zone change will create a definite,
precise zoning boundary between the Seacliff Golf Course and the Specific Plan and will be
consistent with the tentative tract boundaries.
Staff supports the rezoning because it will reconcile the mix of various zoning designations along
the southern edge of the Specific Plan, will create a precise boundary for Tentative Tract No.
14700 and will be consistent with the City's General Plan. The City's Land Use Element states
that the City should maintain both active and passive recreation and open space areas. The
proposed zone change will retain recreational open space and will result in a net gain of 5.4 acres
of recreational open space.
Environmental Status:
Categorically exempt pursuant to City Council Resolution No. 4501, Class 20 which supplements
the California Environmental Quality Act.

ZONE CHANGE NO. 93-2
NARRATIVE
Zone Change No. 93-2 is a request to make minor zoning adjustments within and around the Seacliff
Country Club and Planning Unit III-2 of the Holly Seacliff Specific Plan. The minor zoning
adjustments are requested for two purposes:
1. To make the boundary of Planning Unit III-2 congruent with the boundary of proposed
Tentative Tract Map No. 14700, and
2. To rezone other areas within the golf course that were not included within the Holly
Seacliff Specific Plan from R4-0 and R4-01 to ROS-0.
The areas included in Zone Change No. 93-2 are illustrated on the attached exhibit and summarized
in the table below. Six small areas totalling 0.187 acre are included in Tentative Tract Map No.
14700, but lie outside of the boundary of Planning Unit III-2 of the Specific Plan. Of this area, 0.087
acre is presently zoned ROS-0 (Recreational Open Space combined with Oil Production) and 0.083
acre is zoned R4-0 and 114-01 (High Density Residential combined with Oil Production). Community
Development Staff has requested that these areas be rezoned and incorporated into the boundary of
Planning Unit III-2 of the Holly Seacliff Specific Plan, and that there be no net loss of area currently
zoned ROS-O.
To offset the rezoning of 0.087 acre of ROS-0, there are 13 areas totalling 3.780 acres that lie within
Planning Unit III-2 of the Specific Plan but have not been incorporated into Tentative Tract Map No.
14700. These areas are not proposed for residential development; instead, they will be incorporated
into the adjacent Seacliff Country Club golf course. In addition, there are eight areas totalling 1.761
acres that lie within the golf course and outside of the Specific Plan boundary that have been zoned
R4-0 and R4-01 for many years. These areas are proposed to be rezoned to ROS-0 to reflect
their use as recreational open space. Of the 27 areas proposed to be rezoned, three areas totalling
0.293 acre are located within the City's coastal zone; these three areas will require an amendment to
the City's Coastal Element.

FROM RESIDENTIAL TO OPEN SPACE AND
OPEN SPACE TO RESIDENTIAL ALONG THE SOUTHERN EDGE
OF THE HOLLY-SEACLIFF SPECIFIC PLAN
ZONE CHANGE NO. 93-2
WHEREAS, pursuant to the Planning and Zoning Law, the California Government Code
Sections 65493 et seq., the Planning Commission of the City of Huntington Beach, after notice
duly given, held a public hearing to consider Zone Change No. 93-2 which will rezone various
areas along the southern edge of the Holly-Seacliff Specific Plan; and
On July 18,- , 1994, after notice duly given, a public hearing was held before
the City Council, and the zone change having been considered, the City Council finds that Zone
Change No. 93-2 is necessary to reconcile the various zoning designations and to create a precise
zoning boundary between the existing Seacliff Golf Course and the Holly-Seacliff Specific Plan;
NOW, THEREFORE, the City Council of the City of Huntington Beach does resolve as
follows:
SECTION 1.
The real property hereinafter described, and shown on District Map 3 (Sectional District
Map 3-6-11) marked Exhibit A attached hereto and incorporated by reference, is amended to
include Zone Change No. 93-2 of the City of Huntington Beach.
SECTION 2.
The Director of Community Development is hereby directed to amend Section 9061 of the
Huntington Beach Ordinance Code, District Map 3 (Sectional District Map 3-6-11) so as to
reflect the changes contained in this ordinance, and on the map attached hereto. The Director of
Community Development is further directed to file the amended map. A copy of such map, as
amended, shall be available in the office of the City Clerk.

SECTION 3.
This ordinance shall take effect thirty days after its adoption.

2.0 GENERAL INFORMATION:
Zone Change No. 93-2 is a request by Seacliff Partners to rezone 27 areas totalling 5.7 acres
along the southern edge of the Holly-Seacliff Specific Plan. Pursuant to the table on Attachment
No. 1., 5.51 acres will be rezoned from residential to recreational open space, A 1 acres will be
rezoned from recreational open space and .08 acres from residential to a different residential
category. The rezone request will result in an approximate 5.4 acre net gain of area rezoned to
recreational open space. A detailed map depicting the location of each area and a table of the
size of each area, and existing zoning and proposed zoning are shown on Attachment No. 3.
Following the Planning Commission's action, the zone change will be forwarded to the City
Council for final action.

Zone Change No. 93-2 will result in minor zoning modifications between the Holly-Seacliff
Specific Plan and areas zoned recreational open space and high density residential. A net gain of
5.4 acres of recreational open space will result from Zone Change No. 93-2.

2.0 ISSUES AND ANALYSIS:
The applicant has submitted Zone Change No. 93-2 based on staff direction to reconcile various
zoning designations along the southern edge of the Holly-Seacliff Specific Plan. When the
Holly-Seacliff Specific Plan was adopted by the City Council on April 20, 1992, an array of
zoning designations were replaced with the Holly-Seacliff Specific Plan. After the legal
description for the Specific Plan was transferred to the City's official zoning district maps ,small
areas of the former zoning designations (R4-01) remained between the Specific Plan boundary
and adjacent Recreational Open Space zoning (Seacliff Golf course). Furthermore, the map
boundaries for Tentative Tract No. 14700 overlap the former zoning designations and recede .

from the established Specific Plan boundary. This zone change will create a definite, precise
zoning boundary between the Seacliff Golf Course and the Specific Plan and be consistent with
the proposed tract map boundaries.
Staff supports the request because the rezoning will reconcile the mix of existing varied zoning
designations along the southern edge of the Specific Plan, will create a precise boundary
consistent with Tentative Tract No. 14700 and will be consistent with the City's General Plan.
The City's Land Use Element states that the City should maintain both active and passive
recreation and open space areas. The proposed zone change will retain recreational open space
and will result in a net gain of 5.4 acres of recreational open space area.
10.0 RECOMMENDATION:
Staff recommends that the Planning Commission approve Zone Change No. 93-2 with the
following findings and forward to the City Council for adoption:
FINDINGS FOR APPROVAL - Zone Change No. 93-2:
1. Zone Change No. 93-2 for the redesignation of 27 areas totaling 5.7 acres (Attachment
No. 3) is consistent with the City's Land Use Element of the General Plan by conforming to
the policy of retaining recreational open space. The proposed zone change will result in a net
gain of 5.4 acres of recreational open space zoning adjacent to the Seacliff Golf Course.
2. Zone Change No. 93-2 will reconcile a mix of remnant zoning classifications adjacent to the
southern edge of the Holly-Seacliff Specific Plan and will create a precise boundary between
recreational open space land uses and future residential land uses.
3. .Zone Change No. 93-2 is in conformance with the City's Land Use Plan designations of Low
Density Residential and Recreational Open space because each area rezoned from
recreational open space to residential are less than 1.0 acre in size and the areas rezoned from
residential to recreational open space are contiguous to an area zoned recreational open space
which is greater than 20 acres in size. This is based upon the parcel size criteria denoted in
the General Plan.
11.0 ALTERNATIVE ACTION:

Zone Change No. 93-2 is a request to make minor zoning adjustments within and around the
Seacliff Country Club and Planning Unit III-2 of the Holly Seacliff Specific Plan. The minor
zoning adjustments are requested for two purposes:
1. To make the boundary of Planning Unit III-2 congruent with the boundary of proposed
Tentative Tract Map No. 14700, and
2. To rezone other areas within the golf course that were not included within the Holly
Seacliff Specific Plan from R4-0 and R4-01 to ROS-O.
The areas included in Zone Change No. 93-2 are illustrated on the attached exhibit and
summarized in the table below. Five small areas totalling 0.19 acre are included in Tentative
Tract Map No. 14700, but lie outside of the boundary of Planning Unit III-2 of the Specific
Plan. Of this area, 0.11 acre is presently zoned ROS-0 (Recreational Open Space combined
with Oil Production) and 0.08 acre is zoned R4-01 (High Density Residential combined with
Oil Production). Community Development Staff has requested that these areas be rezoned
and incorporated into the boundary of Planning Unit III-2 of the Holly Seacliff Specific Plan,
and that there be no net loss of area currently zoned ROS-0.
To offset the rezoning of 0.11 acre of ROS-O, there are 13 areas totalling 3.78 acres that lie
within Planning Unit III-2 of the Specific Plan but have not been incorporated into Tentative
Tract Map No. 14700. These areas are not proposed for residential development; instead,
they will be incorporated into the adjacent Seacliff Country Club golf course. In addition, there
are nine areas totalling 1.73 acres that lie within the golf course and outside of the Specific
Plan boundary that have been zoned R4-0 and R4-01 for many years. These areas are
proposed to be rezoned to ROS-0 to reflect their use as recreational open space. Of the 27
areas proposed to be rezoned, three areas totalling 0.29 acre are located within the City's
coastal zone; these three areas will require an amendment to the City's Coastal Element.

AMENDING DISTRICT MAP 3 TO REZONE VARIOUS AREAS FROM
RESIDENTIAL TO OPEN SPACE AND OPEN SPACE TO RESIDENTIAL
ALONG THE SOUTHERN EDGE OF THE HOLLY SEACLIFF SPECIFIC PLAN
ZONE CHANGE NO. 93-2
WHEREAS, pursuant to the Planning and Zoning Law, the California Government
Code Sections 65493 et seq., the Planning Commission of the City of Huntington
Beach, after notice duly given held a public hearing, to consider Zone Change No. 93-
2 which will rezone various areas along the southern edge of the Holly Seacliff
Specific Plan; and
On , 1994, after notice duly given, a public hearing was
held before the City Council, and the zone change having been considered, the City
Council fins that Zone Change No. 93-2 is necessary to reconcile the various zoning
designations and to create a precise zoning boundary between the existing Seacliff
Golf Course and the Holly Seacliff Specific Plan;
NOW, THEREFORE, the City Council of Huntington Beach does resolve as
follows:
SECTION 1. The real property hereinafter described and shown on District
Map 3 (Sectional District Map 3-6-11) marked Exhibit A attached hereto and
incorporated by reference is amended to include Zone Chance No. 93-2 of the City of
Huntington Beach.
SECTION 2. This ordinance shall take effect thirty days after passage.

Beach, California on the day of 51994.
