This case proposes to amend the piaster Plan of Land Use by adopting an amendment entitled "Master Plan of Land Use , Study Area 1 . 11 This plan encompasses the property `witbin the city located south ' of Ellis Avenue and east of Beach` Boulevard and consists of 7 .8 square miles . Study Area I reflects existing and anticipated land use as well as projecting beyond to an ultimate development of this portion of: the City. The plan does not go beyond basic land use relatiorships .
