Gentlemen:
Transmitted herewith is a copy of Resolution No 328, a resolution of the
City Planning Commission recommending approval of Zone Case 328, j
This case proposes to amend the Master Plan of Land Use by adopting an
amendment entitled' "Master Plan of Land Use, Study Area iI . " This play_
encompasses the property`= within the city located generally north of
Ellis Avenue. east of Ide_nwest Street and south of Edinger Avenue
_ � . � 8
and consists of 3.8 square- miles .
Study Area 11 reflects existing and anticipated land use as well as
l projecting beyond to an ultimate development - of this portion of the
city. The plan does net go beyond basic land use relationships . Once
these relationohips- are estatlished a follow-up study which' w;.11
include all public facilities will be presented.
i`he City Planning Corm�iE si on held a public heirsrinf on the matter on
April 16, 19632 at which time there were two people present :rho felt
that there should be provisions iur medium density At the corner of
Warner Avenue and Newland Street . The Planning' Commi.ssi.on held
considerable discussion--regarding- the proposal.
By majority vote of the City Planning Commission Zone Case 328 -wmE
approved and recommended to your Honorable Body for adoption.
The State Planning Act requires that a public hearing be held on the
rsiatter after which the plan may be adopted by Resolution of :.he Cvuncil.

Gentlemen:
Transmitted herewith is a copy of Resolution No 329, a resolution of
the City Planning: Commission recommending approval of Zone Case 329 .
This case proposes to amend the Master Plan of Arterial Streets and
Highways wlhi.-h was adopted by the City Council on June . 6, 1963 . The
proposed amendment= will make certain additions , deletions and modi-
f icatioris''of the Plant as : ara listed in the attached Exhibit A.
The Orange County Planningg Commission has received these proposals
and has approved the amending of their Master Plan of Arterial High-
ways to conform to the proposed -�amendment's .
The City Planning Commission held a public hearing on the matter or
October 1, 1963, at which time there was no one present to speak
either for or against the proposal.
By unanimous Grote of the City Planning Commission, Lone Case 329 was
adopted And recommended -to your Honorable BoL?y for adoption as a part
cf the general plan -for said city.
The ;-tare Planning Act requires that a Etiblic. hearing shall be held
on. the matter after which the plan may e adopted by Resolution of
the Council.

On I.lay 20 , 1963 , the City Council held a public bearing on
Zone Case ?;o 329 proposing an amendment to the I,iaster Flan
of Ar eT reets and Highways . the action of the
Council at that time was to defer action Lu-itil of ter the
County had considered the amendment for inclusion in the
Count; Master Flan of Arterial Highways .
On September 11 , 1963 , the Orange County Planning Commission
held a public hearing and approved Amendment No 02 to the
County Flan which includes the charges within Huntington Deach
as :=rel?. as a, few changes in the surrounding area.
The plan approved by the County had some three or four minor
changes from the plan considered by Your Honorab..e Body last
Ivlay. Seise of these changes are necessary because of the
j route adoption for the Coast Freeway. Therefore ; in order
that the plan which may be adopted by the City will precisely
coincide with the plan approved by the County; it c old be

gentlemen:
Transmitted herewith is a copy of Resolution No 332, a resolution of
the City Planning Commission, recommending approval of a pGrtion of
Zone Case 332 .
This case, as petitioned , proposed tr_ change the zone on 20 acres of
land situated at the southwest corner of Warner Avenue and Bolsa Chica
Street from R-1 Single Family Residence District to C-2 Community
Business District with setback provisions .
The City Planning Commission first held a public hearing on the matter
on May 7 , 1963 , and at that time the northerly one-half was approved
for C-2 zoning and action on the southerly one-half was continued at
the request of the applicant .
The City Planning Commission held a continuedvublic hearing on the
matter on September 17 , 1963 , at which time there was no one present
to speak either for or against the proposal.
By unanimous veto of the City Planning Commission, the southerly one-
half of Zone Case 332 was approved and is now recommended to your
Honorable Body for adoption.
The Code provides that a public hearing shall be held on the Tatter
after which en ordinance may be adopted effecting the change .

This case, as petitioned, proposed to change the zone on 20 acres of

The City Planning Commission held a public hearing on the matter on
May 7 , 1963, at which time one person asked to have the hearing
continued until final action had peen taken regarding the proposed
extension :;f Bolsa Chica Street , and a representative for the applicant
offered to answ-er any questions .
After considerable discussion, it was the opinion of the Commission
that only the north one-half of the petitioned property described as
Lots 1 and 2 . Block 20, Tract 86, be approved and the south one-half ,
Lots 3 and 4? be continued for 60 days pending approval of the ex-
tension of Bolsa Chica Street south of Warner Avenue . The applicant ' s
agent agreed to this recommendation.
By unanimous vote of the City Planning Commission, a portion of 'Lone
Case 332 was approved and recommended to your Honorable Body for
adoption.
The Code provides that a public hearing shall be held on the matter
after which an ordinance may be adopted effecting the change.

This, case proposes to change the zone cri approximately 1. 5 acres of
land situated at the southeast corner of Clay Avenue and Delaware
Street from R-? Two Family Residence District to R.-4 Multiple Family
Residence District .
The City Planning Commission held a public hearing on the matter on"
April 16 , 11963 , at wbich time the applicant explained his proposal
for the property. There was no one present to speak against the

primary reasons :
1. This will be an interim measure pending proposals for

2. The change will eliminate potential conflicting agricultural
and industrial uses.
3. The change will end the need of having to operate under two
separate zoning ordinances-,
4, The present use -of - practically' all of the area as farm land
will not be disturbed::
