I; The City Planning Commission held a publiC. hearing on the matter on July 29 1963, at wdiich time four -persons spoke in opposition to the request. The applicant explained- his proposal, and twit , petitions with a total of 125 signatures were presented opposing the change. By unanimous vote of the City Planning Commission, Zone Case 351 was denied and recommended to your Honorable Body for ;genial. The x eques tL-a zone change from R-1 to R-2 merely conforms to my original zoning classification of R-4 Suburban Residential District � which I enjoyed--�itO: the County prior to annexation to the City of Huntington Beach . The applicant , prior to aunexationn, held meetings with the City Attorney, City Administrator and City Engineer. There was no mention of change of zone at those meetings . '=.be applicant was not notified that the zone change from R-4-X to R-1 was made. The testimony presented at the public hearing before the Planning Commission did not contain valid reasons for the denial . I am planning to remain on this property and would not permit a develop- ment that would downgrade the area and my own investment of $70,000 plus - in building6 and space . Further, adequate fire and police protection would be required in any development , whether it by R-2 , R-1 or any other zoning classification . Gentlemen: TranivAlitted herewith is a copy of Resolution No 355, a resolution of .:he City Planning Commission, recommending approval of Zone Case 353. { This case is the result of several public study sessions held by the City Planning Commission to modernize the present residential zoning requirements . Several changes are proposed which include adjust- ments in the number of units per lot , yard requirements , off-street parking requirements , and a new provision regarding lot coverage . Changes are also proposed regarding some of the uses permitted in the various zones . The study sessions held by the Commission were open to the public , and in most instances , there was good attendance by developers , the results cf which are reflected in this proposal. The City Planning Commission held a public hearing on the matter on i July 16, 1963, at which time live persons spoke in favor of the revisions except fcr the requirement regarding minimum floor areas of dwellings . One person cpposed the density requirement as well as the minimium floor areas and asked for an interim period of six to nine months before the ordinance took effect . It was the concensus among the Commissioners presant that during all the study sessions as well as the public hearing, the main controversy was regarding the floor area requirements with very little comment made about the other provisions . Several builders expressed dis- pleasure with the minimuum floor area requirement but felt the remainder of the proposal would be in line with modern trends .
