The property owned by this company in this location comprises approximately 16 . 7 acres, bounded on the North- and West by Atlanta and Brookhurst and on the East- and South by the Edison Company and power' plant= respectively Our applicatiori was for the rezoning--of, approximately= 7 . o acres of: this parcel along the eastern- and southern`�bouridaries to permit construction- 'of an R-1 subdivi'Sion-}'as . out lined•-on­`Tentative Tract Map `Number 6247 . The current.` zoning of° the;: property is RAO, though the City t s Master Plan. of LandIUs4 � indicates the area as designated for higher density purposes . so,-`that our proposed R- 1 development is well under the originahly aii..icipated density in this area , 2nd would thus allevia.te-_,,,'the -.problem- often. raised in connection with increased�,:densityr.and` oVerl-oading;-school`-facilities . Appeal of the rezoning as requested and of the Tentative Tract Map submitted would leave approximately 8 .8 acres on the corner for commercial use ; which`; we find on_ the basis . of recent research, would be completely in Line with' cammercial- requirements for this location:."..' Since acquiring the property approxii;�ateiy one (1) year ago we have made strenuous efforts through leading real estate companies to find commercial buyers or tenants for the property but without success ; and recently we- engaged- the. - Reai Estate Research Company to invest:.gate': the-"commercial needs ..in this location and -to advise us as to the highe"s t- and, best= use - for ` th{s property: Copies of Honorable Mayor and City- Council May 24, 1966 #31-1922 Page Two the report are enclosed- herewith for yctr review and the con- clusions-substantiate our -,p .evious findings that a 17 acre commercial site is not a readily marketable package . Our investigations and those of Real Estate Research Company indicate that modern day shopping - facilities fall into one of two (2) catagories;- namely, neighborhood and regional-. The neighborhood. .shopping cer..:er$ are normally less than 9 acres in size and the - regional center normal--ly- requires properties upwards of 30 acres. As previously stated, out property in this location comprises approximately 16 . 7 acres which falls inbetween the two catagories and has-, proven to be - unmarke.table We fully appreciate and understand the C ty' s attitude�, towards maintaining' the` required amount , of commerd,ial area within :the City Limits , parti.cularily in light- of . theecent t�LI study; however, we also feel that lard reserve - for ` facilities cf this type - should be set aside in mazketable-` portions such that: its full utility can be realized rather than'mereiy providing-- tota*' acres . In light of the above, we respectfully request that our sppeal for rezoning a- portion of our property in this area to R- 1 be reviewed---and approved by the Council such that we may realize the full= utility of the property: in this location.
