However, car-tain cr!terms mu g t be considered and applied to the specific zoning case by that body in making such a decision. 1 . In gEiivral, property must be zoned or rezoned in accordance with the City' s moste~ plan of Zoning. The Council must cons1dert (a ) the length of time s inco the adopt ion of the Master Plan. (b) Existing zoning and existing development of the area , though inconsistent a;i ti: the 11a ester Plan. ( c ) The proximity of areas zoned in the claosification request- ed by applicant for his property, so that his zoning could be cnorely an extension of existing zoning.
