but contrary to this policy the intersection
1/2 mile south of the subject property has
three corners zoned commercial that has a
definite impact on this property ,
3 . The applicant has deleted a 125 x 140 ft.
parcel on Bola Chica St. to allow for a
small neighborhood shopping facility .

for the request .
2 . The Commissioners voting against the approval gave the
following reasons for their action:
A. The applicant has indicated that a market analysis
of this area indicates weak or marginal need for
additional, commercial ; however, the applicant has
not submitted information to substantiate this
finding .
B. A survey for commercial need within 1/2 mile of
the subject property indicates a commercial deficit
of 11 . 33 acres and m 2 . 21 deficit within one mile
of the subject property If the R-3 were approved .
C. Impact on the schools caused by an increased
population density.
3 . It would result in a spot zoning of the two R-5 parcels
fronting on Bolsa Chiea St . and Edinger Ave .
4, The existing commercial will be needed because of the
Aquatic Park, freeway alignment and the multiple family
residence district to the south.
