C;LIR F Huntington Beach , California Re ; Huntington Beach Industrial Park c` Zone Appeal Gentlemen: i On June 3 , the Huntington Beach Planning Commission denied our request t For R--3 zoning as shown on the attached `plot plan and we wish to respect - Ful1Y appeal that decision . j Our decision to request the R-3 in this area is based on the following: ( 1 ) The property we are requesting R-3 zoning on is not Prime industrial property because of its adjacency to homes , public park, and library . We Feel we wiI1 have "a definite resistence on the part of the industrial user to locate in this area . (2) While there is 'a" large amount of low-cost :rental in the Huntington Beach area , there are not Fine garden apartments of the character we intend to build for the engineers and other higher paid snecialists In the aerospace . Industry', We feel that the dove lopcnent of the garden apartments , p . ' l1 give us pheeo portuntitthtoUrrovidet`hous housing Forexecutives and pP Y p 9 • + personnel of the plants moving into the area . This capability is important as plants do no' t 'generally move unless there is hous ing for their employees. (3) We feel the main ob j nc t i ons to our :zoning were from the school sunerintendent who in spite of the fact that our development would add $ 1 , 570,000 in ,tax ,funds fo4 r the . 'district , does not want 'one more chi Id An the local school , i `r ( In tax revenue to the City of "HuntIn 41 " torn Beach, the .. . g ` garden -rpartments wr I1 produce, on a 'cost basis , $8,400 per J acre versus the industrial one-acre that now exists which wi I I produce $!i,995 per acre. -We be l leve we can 'justify these figures to your satisfaction . ` ,a a h a - , } , , 4 1. L *5 i. r Y N 4 1 t - i City Council City' of Huntington Beach Page 2 June ` 13 , 1969 L. (5)' The competition for the Industrial user is terribly Intense . Newport beach i s; building garden apartments ; in fact , they are building 1 ,800 on one complex of 44 acres . Mission Viejo and the Segerstrom interests are also comp-Bting hRavily for the industrial user , -1e nrus t have a flexibility of zoning and land use to develop the greatest potential of this property . Our prime motives are those listed above: a ( 1) The fact that the tax revenue wi 1 l be greater. (2) The fact we can provide up-graded garden apartment housing { for the executives of the plants being moved' to the area. (3) We feel the school objection is hardly valid in view of the tax consequences to the school district . (4) The p roi)e rty we are requesting the zoning on is not prime industrial property but our very poorest property facing Edinger , hares , a library and a public school . These factors will be detriments to industr-ia-I users in this area and we feel the best use for this property i s the zoning tre are request i ng -- ' R-3 . The garden apartments will be entirely screen through line-of-sight plan ning that will not permit wineows to look' into the backyards of the f a'cent 'res Idences . The traffic pattern is entirely isolated from the residential area. l' Your consideration of this appeal is sincerely appreciated and has a great `concern to us in going ahead with this project . is Sincerely Yours ,' ♦ - , J OIr N LUS .S O1J i • ,k W i 1 1 i am D .
