Date: Msy 5 , 1970 The staff has reviewed Zone Case No. 69-34 and offers the follow- ing Infoxwation for your considetation: 1 . The property is situated on the north side of Palm Ave . crest of Colder West St. It im also known as Tentative 'Tract No. 6904. The tentative tract :onsists of 22.27 acres of land. 2 . A condition of approval of Tentative Tract No. 6904 required the applicant to submit a zone change petition to remove the now designation from property not under oil production and to rezone the lots having oil production to an "02" zone pr+ar to acceptance of the final map by the yity Council . 3 . The Planning Commission originally heard this zone change request at their December 6, 1969, meeting. At that tine it was pointed oe.t that Article 968 , the Oil Combining District, wria in the process of being revised and that the revisions will not be consistent with the proposed rezoning inaswch as the 00-2" designation Will undergo major Changes . In view of this, the Planning Commiasion continued action on the tub j ect atone change to February 39 1970, at which time the Planning Commission once again continued the matter to the May 5, 1970, meeting because the ordinance Man not yet effective . 4. Article 968 , Oil Combining District, has been adapted . However, the requirements for each district have chauSed necessitating a revision of the atone designations re- quested. Specifically, the requirements of the "0" sane and of the "0-2" same have reversed in that the "a" some does not allow drilling now wells whereas the "0-24 zone its a eaue designated apecifically for island drilling. In view of thiso the staff recomm ends approval of that portion of the request to rezone all of Tentative Tract No. 6904 with the exception of lots 4, 5, 6, sl, 31 , 32, 42, 469 47, 649 65, 660 60 and 81 from RI-0 to Rl . % % That portion of the request to rezone lots 4o S, 6, 21, 311 329 420 46; 47, 64 , 659 660 80 and 81 from RI-0 to RI-02 should be deleted from this request and the Rl-0 i , designation allowed to remain. This action is recommaided because' the RI-0 tons will alloy the existing oil operation to remain but will pro- hibit drilling now oil wells. The property is master planned for high density re— sid.ential, development; however, it should be noted that the master plan for this area of the city has not peen updated for quite some time. Zinngrabe Date : January 5 , 1971 The staff has reviewed Zone Cease No. 70-20 and Conditional Exception No. 70-66 and offers the following information for your consideration: 1 . Both requests pertain to the same parcel ofland and will. be heard concurrently; therefore , one report has been prepared for both items . 2 . The property is located on the west Aide of Florida Street, 600 ft . north of Garfield Ave . 3 . The applicgrt proposes to construct a parking lot for the purpose of providing additional parking to serve the Pacifica Hospital &-od to rezone the subject property from R2 Two Family Residence Dis - trict to R5 Office-Professional . (The existing Pacifica Hospital is presently zoned R5 Office- Professional. ), 4. -The subJect property consists of 1.03 acres of land . It is zoned R2 and master planned for medium density residential development. 5. zoning and land use in the area is as follows : North - Zone - R5; Use - Hospital Ea6t - Zone - R2 ; Use - vacant South - Zone - R2; Use - vacant West across Delaware St. - Zone - 92; Use vacant with the exception of a single family residence . 6. This general area is in the process of being developed as a medical complex; therefore, the additional park- ing for the hospital appears to be in order and will not be inconsistent with other uses in the area. 7. It should be noted that the parking lot will only occupy a portion of the lot being considered for rezoning leaving the remaining portion for develop- ment into some other use.
