The above referenced zone �.ase pertains to property locaccd between Slater Ave . and Speer Ave . , 282 ft . west of Beach Blvd . on 15 . 35 acres of land . the zone change was filed by the appli- cant on January 20, 1970, and requested a rezoning from K2 Two Family Residence District to R5 Office- Prof2s.sir!�,al t� .scri.ct . The R5 zone was requested to permit a mobs lehome park . The applicant also filed Conditional Exception No , 7D-. 7 in 'cun3unction with the zone charge to permit construction of the mobilehome park . AG the April 21. , 1970, ,neeting the Planning Commnission approved Conditional Exception No . 70- 7 upon the fol,;owing conditions : 1 . The applicant shall comply with the ME - Mobilehome Park Ordinance when it is adopted subject to review and appro- val by the Planning Commission . 2 . Conditional Exception No . 70- 7 shall not be effective until adoption of the MH - Mobilehome Perk Zone or until criteria for mobil.ehome parks is adopted . Action on 'Lone Case No . 70- 4 was continued to allow time for an MH Zone to be prepared . The Commission, at the ,July 7 , 1970 , meeting, approved the MH zone and recommended approval by the City Council . This matter will be heard by the City Council at their August 3 , 1970, meeting . If the (1ity Council approves the MH Mobilehome Zone, the Planning Commission may take action en Zone Case No . 70-4 at the August 4, 1970 , meeting. In,' view of the above information, the staff recommends appro- val of zone Case No. 70-4 for an MH - Mobilehome Zone -ather than the R5 zone as requested . If however, the City Council does not take action on the MH Zone on the August Ord meeting, the staff recommends continuance of Zone Case No . 70-4 until the City Council app►oves an MH - Mobilehome Zone . There are industrial uses that do not impose ;;-. vcy loadings or that require level lands over the entire site . The sub- soil condition and topography do not make it physically incompatible with adherence to the industrial zoning prolusions . Reynolds , Planning Director RE: Brief Review of Zone Case 70-20 and Conditional Exception 70-:52 ATTN: Doyle Miller , City Administrator Paul Jones , City Clerk Gentlemen : The above applications were first heard by the Planning Commission on November 11 , 1970. The Staff recommended denial based on surrourling industrial zoning and industrial uses . To zone this 20 acre parcel MH would be spot zoning . Oa January 19 , 1971 , at the request of the Planning CommIssion , the Staff: presented an in-depth analysis of the 70 f acre industrially zoned property east of the S . P. RR ., , between Talbert and Slate- Avenue , to determine the effect of a zone change on the entire 70 acres . The report indicated that the following problems would result from such a rezoning: 1 . Creation of an industrial island , known as Liberty Industrial. Park.. 2 . Limited access to the existing industrial park from Slater Avenue , which would cause industrial traffic, to pass through residential areas . 3. Encourage owners of M1 zoned property south of Talbert and north of Slater to apply for zone changes . 4. Eliminate one-half mile of railroad access . S . The staff stated that the final reports on the Central Industrial Area was not complete; however , it was poi-ited out that pre- liminary studies indicated that this property was adequately suited for industrial development . The applicant requested continuance of the zone change to the November 18 , 1969 meeting. Due to an incident between the Mayor and a representative of the appli- cant , the application was withdrawn . 6 . The City considered purchasing this parcel for a Corporation Yard several years ago; however, the site was not selected . To properly evaluate the site , the Department of Public Workn requested a sol.1 investigation of the property . The soil report indicated that approximately 2 , 65 acres has a severe peat problem. The final report for the Central Industrial Area has not been completed by the Planning Department because additional area has been included in the study. Also , the possibility of developing an airport within the Central Industrial Area is being investigated . 9 . Preliminary investigations indicate that the pro- perty is adequately suited for industrial develop- ments t' 10 . Thcre has been considerable discussion of permit- ting mobilehome parks as an interim use in indus- trial areas . The MH Mobilehome Zone has been set up to permit mobilehome parks as permanent uses and not interim uses . This deicsion was made by the Planning Commission some time ago when it was determined that a period of 15 to 20 years was required to amortize the investment and to finance a mobilehome park . 11 . If this application is approved , it will isolate approximately 15 acres of ' industrial land from the Central Industrial Area . Approximately 5 acres of this 15 acres is developed as industrial property. 12 . The Planning Commission should Lake a cL• ion on Lhc zone change application first followed by action ' on the conditional exception . This would indicate that site preparation for commercial or industrial use would cost approximately $59,000 more than for a mobile home park. For any use it is not absolutely necessary to remove the peat material in the 2.65 acres underlain with peat. According to the report of H. V. This zone change has been filed to change the toning an approximately 20 acres of property located at the north- east corner of the southerly axtsnAlon of Springdale Street and the westerly extension of Talbert kreave from RA Residential Agricultural district to R1 Single Family Residence district. This property is a portion of Tentative Tract No. 7495 which the applttant has currently lending before the Planning Co ssissaon. 2. Subject property is currently within the City of Huntington Beach city boundaries and is Master Platmed Coe arcial and Medium Density. 3. Properties to the north and east abutting subject property Is toned R1 and currently developed with single family homes. The properties to the south and west are within Tsntative Tract No. 7495 and were recently prezoned by the City when Zone Case No. 71-9 was approved.
