Reason given by the Planning Commission for their actions This zone change will provide sufficient protection for the subject area. / I i MEMORANDUM TO: ' Planning Commission FROM: Richard A. Harlow RE: Zone Case No. 71-17 and Zone Case No. 71-18 - Resolutions of Intent DATE: August 17 , 1971 Zane Case No. 71- 17 proposes to establish a Civic District Suffix on property surrounding the Huntingtor. Central Park. Zone Case M. 71-18 proposes to establish a Civic District Suffix on property surrounding the new Civic Center site. Both zone case were initiated by Resolution of Intent of the. Planning Commission and are being hear pursuant to Article 967 of the Huntington Beach Ordinance Code whereby the City may rebulate the orderly, harmonious, attractive and aesthetic development around a cornnuity facility. A4 the July 13, 1971 Study Session the Planning Cammisslan expressed concern over the procedural portion of the Civic District and the fact that any develop- ment In the area covered by the CD Suffix wou" he subject to architectural review. Because of this Chairman Porter requ;dted r; joint meeting with the City Council and Design Review Board to discuss this concern. A meeting of the City Council, Planning Commission and Design Review Board was held on July 26, 1971 . Discussion was held regarding the role of the Design Review Board and Plannin& Commission in the implementation of the CD zone and the amount of area to be zoned CD at each of these locationse it was the consensus that the Design Review board would review the design of the buildings that are adjacent to the community facility and that the Planning Commission would review the uses that would be adjacent to and in close proximity to the comunity facility through the use permit or administrative review procedure. Singe family residential arear would be deleted from the proposal. In view of this, maps proposing a new CD configuration for the Central Park and Civic District have been attached for your review. This area will be subject to design review by the Design Review Board. This was done pursuant to the City Louncil ' s request that the boundary of the Civic District should be expanded to the east and south - east to include property west of Huntington Street , between Springfield Avenue and a line approximately 600 ft , north of Yorktown Avenue and to reduce the district boundary on the north by deleting property 660 ft . north of the Civic Center . The Planning Commission concurred with the Council ' s comments that the Civic District should be expanded east to Huntington Street , but felt that the topog- raphy of property to the north is such that the District should not be reduced . Harlow ItE : lone Cast No. 71-17 and Zone Case No. 71- 18 - Resolutions of Intent I)ATP.: August '.7, 1971 Zone Case No. 71-17 proposes to establish a Civic District Suffix on property surrounding the Huntington Central Park. Zone Case No. 71-18 proposes to establish a Civic District Suffix on property surrounding thm new Civic Center site. Both zone case were initiated by Resolution of Intent of tht Planning Commission and are being hear pursuant to Article 967 of the Huntington Beech ordinance Code whereby the City my regulate the orderly, harmonious, attractive and Aesthetic development around a coa minity facility. At the July 13, 1971 Study Session the Planning Commission expressed concern over the procedural portion of thy: Civic District and the fact that any develop- ment in the area covered by the Cr) Suffix would be subject to architectural review. Because of this Chairman Porter requested a joint meeting with the City Council and Design Review Board to discuss this concern. A meeting of the City Council , Planning Commission and Design Review Board was hold on July 26, 1971. Discussion was held regarding the role of the Design Review Board and Planning Comiss iori in the implementation of the CD zone and the amount of area to be zoned CD at each of these locations. It was the consensus that the Design Review board would review the design of the buildings that are adjacent to the community facility and that the Planning Commission would review the uses that would be adjacent to and in clo&e proximity to the community facility through the use permit or administrative review procedure. Single family residential are= would be deleted from the proposal. In view of this, maps proposing a new CD configuration for the Central Park and Civic Ustrict have been attached for your review. This area will be subject to design review by the Design Review board. Said plan preparation indicated that another site would be more desirable . November, 1970 The Planning Department undertook a study to determine alternate Corporation Yard sites . All alternate locations were un- aFceptable for various reasons . One of the most important considerations in picking another site was time , in that the facility is needed immediately. Early 1971 The ' City Engineer discussed with the Planning Commission the possibility of changing the configuration of the corppora- tion yard sit•.e along Gothard St . and Slater Avenue through a land swap. After considerable discussion the Planning Commission moved to set said zone change for public hearing . MAy 25 , 1971 The proposed rezonin and land swap was discussed with the Planning anning Commission at a study session, June 1 , 1971 A public hearing was held before the Planning Commission. Four homeowners spoke in opposition to the proposal on the basis that a green belt should be provided adjacent to the R1 tract and that schools were already overcrowded .
