A, Reynolds Secretary , KAR .f jh it STAFF REPORT ZONE CASE NO, 71-3 Applicant : Charles Greer Date: larch 2 , 1971 The staff has reviewed Zone Case No . 71-3 and offers the following information for your consideration: 1. Subject application proposes to rezone approximately . 28 acres of lard from R3-0 Limited Multiple Family Residence District combined with oil production to C4 Highway Commercial. The property is situated on the west side of Huntington St . approximately 30 ft. south of Adams Ave. 2. Property to the west and -north is zoned C4 and is owned by the applicant of this proposed zone change . 3. Zoning of this general area was studied by the Plan- ning Commission several years ago at which time it was determined that the block between Adams Ave . , j Portland Ave. , Alabama St . and Huntington St . should be zoned commercial . A zone change was not initiated by the City as it was felt that proceedings should be initiated by the property owners. 4. It ie the consensus of the staff that the proposed zone change is consistent with zoning plans for the area. In view of the above information, the staff recommends approval of Zone Case No. 71-•3. Proposal AA: This is a proposaa. to rezone two oil opera- tion sites from 110111 back to the original 110 " designa- tion. One site is located north of the intersection of Brookhurst St. and Bushard St. The other is located on the west side of Brookhurst St. approximately 600 ft . north of the intersection of Bushard St. Both sites are situated on the same parcel of lrnd . Action to rezone this property back to the original 11011 designation was initiated by the City Council when a Resolution of Intent to rezone numerous oil operation sites was first heard by the City Council . This action was taken after it was pointed out by a representative of the property owner that there are three oil operation sites on this parcel and that one site should be suf- ficient. Proeosal B: This is a proposal to rezone two parcels of land located on the west side of Goldenwest St. , south of the westerly prolongation of Acacia Ave. from M2-02 to M2-01 . This zone change was initiated because the minimum lease area for an oil operation site in the "02" district , is 40 acres and the minimum lease area for tho two drilling islands in question is slightly over 25 acres and therefore , below the minimum require- ments . The minimum land surface area or lease area for ..40,4 property zoned 1101" is 25 acres . In order to correct the situation, the Resolution of Intent to rezone the property 1101 " was initiated . Proposal C: This is a proposal to change the zone on a parcel of Land from , R1­0 to R1-.O1 to establish an oil operation site on property located approximately 200 ft. north and east of the intersection of Goldenwest Street and Palm Ave , Action to rezone this parcel 110111 was initiated by the City beacuse it was inadvertently left off the original proposal to establish numerous oil operation sites throughout the City. The fact that the oil operation site was proposed at this location, was discussed with the Planning Commission when the tentative tract; for this areh was submitted to the Com- mission for approval . This site was established by the Huntington Beach Company in conjunction with Standard Oil Company prior to amendments being made to Article 968 , the 110" Combining District , requiring consolida- tion of oil pi.-oduction into drilling islands. This was done in order to facilitate development of the Huntington Beach Company ' s property . A masonry wall has been cooE tructed around . the site .
