A representative for the Warner Dental Associa- tion stated that he was concerned with development of subject property because of access . Bill Hartge , City Engineer , stated that he would not be in favor of additional access points on Warner Avenue. It was noted by the Commission that the preferred way to develop this area would be to encourage the consolidation of the small lots into parcels having a configuration that would lend itself to an orderly development . The subject property consists of 0 . 96 acres of land located on the north side of Slater Avenue , approximately 2150 feet east of Beach Boulevard . The Planning Commission initiated this zone change on February 1 , 1972 . Their action was taken when the Master Plan public hearing on Phase II of Study Area "B" was held . During the hearing , Mrs . Preninger , property owner, asked the Commission to rezone her property buck to a commercial use and explained her reasons for this request . As a rAsult of firs . Preninger ' o comments , the Commission felt that another public hearing should be held ; tharef'ore , the subject zone change was initiated . It wes noted by the Commission that their action to initiate this zone change did not constitute approval , but rather a desire to give the property owner a new public hearing . (Mrs .
